Davinder Suman appointed Deputy Secretary in D/o Water Resources, RD & GR

Davinder Suman (IFoS:2012:AM) has been appointed as Deputy Secretary in the Department of Water Resources, River Development & Ganga Rejuvenation, Delhi.

According to an order issued by the Department of Personnel and Training (DoPT), Ms. Suman will serve under the central staffing scheme for a tenure of four years, starting from the date she assumes charge of the post or until further orders, whichever is earlier.

She was recommended for central deputation by the Ministry of Environment, Forest and Climate Change.

Dr. Pawan K Godatwar’s foreign assignment extended at WHO-SEARO

The tenure of Dr Pawan K Godatwar, Professor of Kayachikitsa at the National Institute of Ayurveda, Jaipur [deemed to be University (De-novo)], has been extended for another year on foreign assignment. He will continue serving as Technical Officer, Traditional Medicine, at the World Health Organization (WHO)-SEARO, New Delhi.

According to an order issued by the Department of Personnel and Training (DoPT) on Monday (September 22, 2025), the competent authority has approved the proposal of Ministry of Ayush to extend the deputation tenure of Mr Godatwar for a period of one year beyond October 2, 2025, until October 2, 2026 or until further orders, whichever is earlier. Dr Godatwar has been on deputation on a secondment basis, contributing to WHO’s initiatives in the field of traditional medicine.

Danish Ashraf appointed Jt Development Commissioner in O/o Development Commissioner, Delhi

IAS officer Danish Ashraf (IAS:2011:AGMUT) has been appointed as Joint Development Commissioner (Director level) in the Office of Development Commissioner, Delhi, under Ministry of Micro, Small & Medium Enterprises (MSME), Delhi. His appointment comes under the central staffing scheme.

According to an order issued by the Department of Personnel and Training (DoPT) on Monday (September 22, 2025), Mr. Ashraf will serve in the post for a period of five years from the date of assuming charge or until further orders, whichever is earlier.

Mr. Ashraf was earlier recommended for central deputation by the Ministry of Home Affairs.

Prof. Ashok Kumar Gaba and Prof. Rajive Kumar appointed Executive Members of NCVET

Prof. (Dr.) Ashok Kumar Gaba, Professor of Vocational Education and Training at IGNOU, and Prof. Rajive Kumar, former Member Secretary of AICTE, have been appointed as Executive Members of the National Council for Vocational Education and Training (NCVET).

According to an order issued by the Appointments Committee of the Cabinet (ACC) on Monday (September 22, 2025), both appointments will be for a period of three years from the date of assuming charge, or until attaining the age of 65 years, or until further orders, whichever is earlier.

Debashree Mukherjee gets additional charge as NCVET Chairperson

Debashree Mukherjee (IAS:1991:AGMUT), Secretary, Ministry of Skill Development and Entrepreneurship (MSDE), has been assigned additional charge of Chairperson, National Council for Vocational Education and Training (NCVET).

According to an order issued on Monday (September 22, 2025), the Appointments Committee of the Cabinet (ACC) has accorded ex-post facto approval for the assignment of additional charge for a period of six months with effect from September 1, 2025, or until a regular incumbent is appointed, or until further orders, whichever is earlier.

Centre clears central deputation of three IPS officers

In a significant development, the Ministry of Home Affairs (MHA) on Friday (September 19, 2025) approved the central deputation of three IPS officers for key postings in national agencies and institutions.

  • Rema Rajeswari (IPS:2009:TG) has been appointed as Deputy Inspector General (DIG) in the National Crime Records Bureau (NCRB).
  • Ilango R (IPS:2015:KL) has been appointed as Assistant Director at the Sardar Vallabhbhai Patel National Police Academy (SVPNPA), Hyderabad.
  • Albert John (IPS:2017:TN) has been appointed as Superintendent of Police (SP) in the National Investigation Agency (NIA).

According to the orders issued by the MHA, the competent authority has approved these appointments against existing vacancies under the usual terms and conditions of central deputation. The respective state governments have been directed to relieve the officers immediately to enable them to take up their new assignments at the Centre.

Four IRMS officers get posting as Zonal GMs

Restructuring a Rail Bhawan

In a significant reshuffle in Indian Railways, the Appointments Committee of the Cabinet (ACC) on Saturday (September 20, 2025) approved the transfer and posting of senior IRMS officers as General Managers across key zonal railways.

They are;

  1. Naresh Pal Singh, currently General Manager of Banaras Locomotive Works, has been appointed as the new General Manager of North Central Railway (NCR), Prayagraj.
  2. Uday Borwanka, Director General of RDSO, Lucknow, will take charge as General Manager of North Eastern Railway, Gorakhpur.
  3. Subhransu Sekhar Mishra, General Manager of Rail Coach Factory, Kapurthala, has been posted as General Manager of Metro Railway, Kolkata.
  4. Vijay Kumar, General Manager of Chittaranjan Locomotive Works, Chittaranjan, has been appointed as General Manager of Central Railway, Mumbai. His posting will be effective from October 1, 2025, following the retirement of incumbent Dharamveer Meena on September 30.

R Rajagopal appointed Member (T&RS), Railway Board

The Appointments Committee of the Cabinet (ACC) on Saturday (September 20, 2025) appointed R Rajagopal (IRMS), Director General (Human Resources), Railway Board, as Member (Traction & Rolling Stock), Railway Board in the Level 17 (Apex Scale) of the Indian Railway Management Service (IRMS).

He will succeed Braj Mohan Agrawal (IRSME:1986), who has held the post since October 2024. Agrawal is set to move as Administrative Member of the Central Administrative Tribunal (CAT), following his appointment order issued on August 20, 2025.

NDRF DG Piyush Anand granted Apex Pay Scale

Piyush Anand (IPS:1991:UP), Director General of the National Disaster Response Force (NDRF), has been granted the Apex Pay Scale (Level-17 in the Pay Matrix).

According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (September 19, 2025), the Appointments Committee of the Cabinet (ACC) approved the proposal of the Ministry of Home Affairs for the grant of Apex Pay Scale to Mr. Anand with immediate effect.
