IRS officer Davinder Chodha appointed Deputy Secretary at GeM

Davinder Chodha (IRS-IT:2015), who was recommended for central deputation by the Department of Revenue, has been selected for appointment as Deputy Secretary in the Government e-Marketplace (GeM) under the Department of Commerce, Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (September 23, 2025), Mr. Chodha will serve in the post for a combined tenure of four years, i.e., up to March 14, 2028 (counting both the ex-cadre deputation and CSS deputation together) from the date of assuming charge or until further orders, whichever is earlier.

Tariq Thomas appointed Director in Dept of Commerce

IAS officer Tariq Thomas (IAS:2011:AGMUT), who was recommended for central deputation by the Ministry of Home Affairs, has been selected for appointment as Director in the Department of Commerce, Delhi, for five years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (September 23, 2025), Mr Thomas will serve to the post for a period of five years under the Central Staffing Scheme from the date of taking over charge of the post or until further orders, whichever is earlier.

Tariq Thomas is currently serving as Secretary, New Delhi Municipal Council (NDMC) since December 2024.

IAS officer Nisha appointed PS to MoS Raksha Khadse

Ms. Nisha (IAS:2015:UP) has been appointed as Private Secretary to Raksha Nikhil Khadse, Minister of State for Youth Affairs and Sports.

According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (September 23, 2025), the competent authority approved her appointment for a tenure of five years, effective from the date she assumes charge. Her appointment will be on a co-terminus basis with the Minister, or until further orders, whichever is earlier.

Ms. Nisha will serve in the role at the Deputy Secretary level. She is currently serving in the cadre as Mission Director, National Aayush Mission, Uttar Pradesh.

2001 batch IRS officers get promoted to Level 15 Pay Matrix ahead of IAS batch

In a rare departure from the established pattern of promotions in the civil services, the Modi government has cleared the elevation of 2001 batch IRS (Income Tax) officers to the rank of Principal Commissioner of Income Tax (Pr. CIT) in Level 15 of the Pay Matrix (₹1,82,200 – ₹2,24,100).

As many as 20 officers from the 2001 batch have been promoted, even as empanelment of IAS officers from the same batch for the equivalent Additional Secretary rank (Level 15) is yet to begin. Traditionally, IAS officers are the first to be empanelled at this senior level, followed by officers from other services.

In fact, only in March 2025, the government empanelled 15 IAS officers of the 2000 batch as Additional Secretaries, followed by one more in June 2025. The early promotion of 2001 batch IRS officers, therefore, has come as a surprise across bureaucratic circles.

According to sources, the decision required intervention at the highest level, as the promotion file had been pending across multiple offices before being expedited. It is also learnt that the process may have been hastened as one officer from the batch is reportedly planning to seek voluntary retirement (VRS) to enter electoral politics.

The promoted officers of the 2001 batch IRS (IT) cadre are: Sanjay Dhariwal, Dharam Veer Singh, Sujit Kumar, Monika Dhami, Neelam Shukla, Satyasai Rath, P. Praveen Siddharth, Susan Thomas, A.S. Kumbhar, Manish Sareen, Dr. Sanjay Kumar Lal, Prakash Dubey, Vijay Kumar Jaiswal, Vijay Babu Vasanta, Pradeep Kumar Meel, Rajib Jain, R. Clement Ramesh Kumar, Deshmukh S. Vishwas Rao, K. Meghnath Chowhan, and Mudavathu N. Murthy Naik.

This development marks an unprecedented precedence for IRS officers over their IAS counterparts in promotions to Pay Level 15, reshaping expectations in the service hierarchy. (By-Rajeev Singh)

45 IRS-IT officers promoted as Principal Commissioners of Income Tax

The Central Board of Direct Taxes (CBDT) on Tuesday (September 23, 2025) promoted 45 senior Indian Revenue Service (IRS) officers to the grade of Principal Commissioner of Income Tax (Pr. CIT) on an in-situ basis, effective from the date they assume charge.

This follows the decision of the Appointments Committee of the Cabinet (ACC), which on September 13, 2025, had approved the empanelment of 46 IRS officers for promotion to the rank of Principal Commissioner of Income Tax (PCIT) in Level 15 of the Pay Matrix for the panel year 2025. Of these, 45 officers have now been promoted, with one officer yet to be elevated.

According to the order, the promoted officers will continue to hold charge of their existing posts until formal posting orders are issued.

Odisha faces acute shortage of IAS, IPS, IFS officers

Odisha government enacts bureaucratic reshuffle

Odisha is grappling with a severe shortage of All India Service officers, including IAS, IPS and IFS, Chief Minister Mohan Charan Majhi informed the state Assembly on Monday. Replying to a question raised by BJD MLA Arun Sahoo, the Chief Minister said the state requires 182 more officers to meet its sanctioned cadre strength.

According to data placed before the House, Odisha has 584 sanctioned posts of IAS, IPS and IFS officers, but only 402 officers are in position, leaving 182 vacancies unfilled.

Of the 248 sanctioned IAS posts, 203 are occupied while 45 remain vacant. In the IPS cadre, 129 of 195 posts are filled, leaving 66 vacant. The IFS cadre faces the sharpest shortfall, with only 70 officers in position against 141 sanctioned posts, resulting in 71 vacancies.

Majhi said the state government has already urged the Centre to take urgent steps to fill the vacancies, stressing that the shortage is affecting administration and governance.

Kerala HC to Hear State Govt Plea Against CAT Order

The Kerala High Court has adjourned to September 29 the state government’s petition challenging a 2023 interim order of the Central Administrative Tribunal (CAT), which made the Civil Services Board’s (CSB) recommendation mandatory for transferring IAS officers. The matter will be heard along with the state’s petitions against CAT’s stay orders on the transfer of senior IAS officer B Ashok IAS:1998:KL).

The order in question was delivered by the Kochi Bench of CAT on November 11, 2023, in response to a petition filed by the Kerala IAS Officers’ Association. The association had alleged violations of the IAS Cadre Rules, 1954, and the 2014 amendment governing transfers and appointments. The amendment requires that cadre officers be transferred or appointed only on the CSB’s recommendation and provides a minimum tenure of two years, unless the officer is promoted, retired, or deputed. The CAT’s ruling also drew strength from the Supreme Court’s judgment in the T S R Subramanian case, which emphasized fixed tenure for civil servants.

Nearly two years later, the state has now moved the High Court arguing that the CAT order hampers governance by freezing essential postings at a time of cadre shortages, potentially causing disproportionate harm to public administration. The government also linked the challenge to CAT’s stay on Ashok’s repeated transfers, contending that the tribunal’s interpretation of the 2023 order directly affects the case.

During Monday’s hearing, the Bench of Chief Justice Nitin Jamdar and Justice Basant Balaji asked about the delay in challenging the CAT order. Advocate General K. Gopalakrishna Kurup submitted that the state had not approached the court earlier since the matter was still before CAT. He argued that while the 2023 order does not explicitly mandate CSB approval for every transfer, the tribunal has been interpreting it as such, causing serious prejudice to the administration.

CV Anand, Shivadhar Reddy in race for Telangana DGP

With Telangana DGP Jitender (IPS:1992:TG) set to retire on September 30, the race to succeed him has effectively narrowed to two names—C V Anand (IPS:1991:TG), Hyderabad City Police Commissioner, and B Shivadhar Reddy (IPS:1994:TG), Intelligence chief. As www.legendofficers.com reported on August 25, both officers are widely seen as frontrunners. The latest buzz in power corridors reinforces this belief, as discussions have already begun on who could replace them if either is elevated as DGP. This itself reflects their strong position in the race, with sources indicating that Anand currently holds a slight edge.

If Anand takes charge as DGP, potential successors for the Hyderabad Police Commissioner’s post being discussed include Additional DGs VC Sajjanar (IPS:1996:TG), currently MD of TSRTC, Mahesh Muralidhar Bhagwat (IPS:1995:TG), ADGP, Law & Order, Stephen Ravindra (IPS:1999:TG), ADGP, Greyhounds, DS Chauhan (IPS:1997:TG), Principal Secretary, Consumer Affairs, Food & Civil Supplies, and Y Nagi Reddy (IPS:1997:TG), DG, Disaster Response and Fire Services. On the other hand, if Shivadhar Reddy is elevated as DGP, the Intelligence wing will require a new chief, with IG Ramesh Masthipuram (IPS:2005:TG) and VC Sajjanar emerging as possible replacements.

If both Anand and Shivadhar Reddy are overlooked, the government could consider other senior officers such as Shikha Goel (IPS:1994:TG), Director, Cyber Security Bureau, Sowmya Mishra (IPS:1994:TG), DG, Prisons, and A Vinay Prabhakar (IPS:1994:TG), currently on central deputation with the Intelligence Bureau. However, sources maintain that the very fact successors for Anand and Reddy are being actively discussed is in itself proof that they remain the strongest contenders for Telangana’s top police post.

Kerala HC asks CAT to first decide on maintainability of IAS officer B Ashok’s plea

The Kerala High Court on Monday (September 22, 2025) asked the Ernakulam Bench of the Central Administrative Tribunal (CAT) to first rule on the maintainability of petitions filed by senior IAS officer B Ashok (IAS:1998:KL), who contested his transfer from Principal Secretary (Agriculture) and Agricultural Production Commissioner.

A Division Bench of Justice Nithin Jamdar and Justice Basant Balaji observed that CAT must clarify whether the Governor could be made a party in such proceedings. The directive came while the court was hearing the State government’s plea against CAT’s interim stay on Mr. Ashok’s transfer.

The government had shifted him as CMD of Kerala Transport Development Finance Corporation (KTDFC) and later posted him as Chairperson of the Local Self-Government Reforms Commission. Opposing the stay, the State argued that transfers are part of service conditions, officers cannot claim a permanent right to any post, and that the petitions were defective as the Governor had been added as a respondent.

Mr. Ashok’s counsel maintained that the Governor had raised no objection to being included. The High Court, however, said CAT must first address this issue and posted the case for September 29.

On Monday, the government also filed a preliminary objection before CAT, contending that making the Governor a respondent was unconstitutional. Referring to Supreme Court rulings, the State argued that the Governor cannot be held personally answerable and that the proper respondent is the State government. Hearings will resume on Tuesday.
