Rajendra Kumar Soni given additional charge as CVO of RailTel

Rajendra Kumar Soni (IRSS:1994), Executive Director (ED), RS (P), Railway Board, New Delhi, has been entrusted with the additional charge of Chief Vigilance Officer (CVO) of RailTel Corporation of India Ltd (RCIL), Delhi, for six months.

According to a Department of Personnel and Training (DoPT) order issued on Thursday (September 25, 2025), the competent authority approved the assignment of additional charge to Mr Soni for six months from the date of assumption of the post or until the appointment of a regular CVO in RCIL, or until further orders, whichever is earlier.

NHPC CVO Santosh Kumar’s tenure extended by six months

The deputation tenure of Santosh Kumar (IFoS:1993:AGMUT) as Chief Vigilance Officer (CVO) of National Hydro Power Corporation Ltd (NHPC) has been extended for six months. According to a Department of Personnel and Training (DoPT) order issued on Friday (September 26, 2025), the competent authority approved the extension beyond December 6, 2025, up to June 6, 2026, or until further orders, whichever is earlier.

Notably, Santosh Kumar was appointed to the CVO post in November 2022 for a three-year tenure and assumed charge on December 6, 2022.

Satish Kumar’s tenure as MSTC Ltd CVO extended by one year

Satish Kumar (IRSE-Civil:1997), Chief Vigilance Officer (CVO) of MECON, Ranchi, will continue to hold the additional charge of CVO of Metal Scrap Trading Corporation Ltd (MSTC), New Delhi, for one more year.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (September 25, 2025), the Appointments Committee of the Cabinet approved the proposal for extending his additional charge from September 4, 2025, to September 3, 2026, or until a regular CVO is appointed in MECON, or until further orders, whichever is earlier.

Notably, he was given additional charge of CVO of MSTC Ltd on September 2, 2024, for one year, till September 4, 2025.

IAS M Bharani Kumaar appointed as ED in Tea Board, Coonoor

IAS officer M Bharani Kumaar (IAS:2013:SK) has been appointed as Executive Director (Deputy Secretary Level), Tea Board, Coonoor, under Department of Commerce for four years.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (September 26, 2025), the competent authority has approved the appointment of Mr Kumaar to the post under the central staffing scheme on deputation basis for four years from the date of taking over charge of the post or until further orders, whichever is earlier.

Grace Lalrindiki Pachuau appointed Deputy Secretary in Ministry of Housing & Urban Affairs

IAS officer Grace Lalrindiki Pachuau (IAS:2014:TN) has been appointed as Deputy Secretary in the Ministry of Housing & Urban Affairs (MoHUA), Delhi, for four years.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (September 26, 2025), the competent authority has approved the appointment of Ms Pachuau to the post under central staffing scheme for a period of four years from the date of taking over charge of the post or until further orders, whichever is earlier.

The DoPT has directed that she be relieved of her duties as Additional Secretary, Revenue Disaster Management Department in Tamil Nadu and join her new assignment immediately.

Pawan Jeet Singh appointed as Deputy Secretary in DARE

Pawan Jeet Singh (IOFS:2012), who was recommended for central deputation by the Department of Defence Production, has been selected for appointment as Deputy Secretary in the Department of Agriculture Research & Education (DARE), Delhi, for four years.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (September 26, 2025), Mr Singh will serve to the post under the central staffing scheme for a period of four years from the date of taking over the charge of the post or until further orders, whichever is earlier.

IAS Ratan Biswas appointed DCO/DCR, Tripura

IAS officer Ratan Biswas (IAS:2013:TR) has been appointed as Director of Census Operations (DCO)/Director of Citizen Registration (DCR), Tripura, under the Central Staffing Scheme.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (September 26, 2025), the Competent Authority has approved his appointment at the Deputy Secretary level. He will serve in the post up to December 31, 2025 or until further orders, whichever is earlier.

He is currently serving in the cadre Secretary, Tripura Human Rights Commission and Director GA(P&S) Department. The DoPT has directed that he be relieved of his duties in Tripura and join his new assignment immediately.

Swadha Dev Singh appointed DCO/DCR in Office of RGI (Hqrs), New Delhi

IAS officer Swadha Dev Singh (IAS:2014:OD) has been appointed as Director of Census Operations (DCO)/Director of Citizen Registration (DCR) at the Office of Registrar General of India (RGI), New Delhi, under the Central Staffing Scheme.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (September 26, 2025), the Competent Authority has approved her appointment at the Deputy Secretary level. She will serve in the post up to December 31, 2025, which is further extendable as per the admissible tenure under the Central Staffing Scheme or until further orders, whichever is earlier.

She is currently serving in the cadre Additional Secretary, PR & DW Department, Odisha. The DoPT has directed that she be relieved of her duties in Odisha and join her new assignment in New Delhi immediately.

DCO/DCR West Bengal Kaushick Saha repatriated to his parent cadre

IAS officer Kaushick Saha (IAS:2010:WB), who was serving as DCO/DCR, West Bengal at the Deputy Secretary level in the Office of the Registrar General of India, has been prematurely repatriated to his parent cadre.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (September 25, 2025), the Appointments Committee of the Cabinet (ACC) approved the proposal of the Registrar General of India to repatriate him on administrative grounds.

The order stated that Saha should be relieved of his duties immediately to enable him to join his parent cadre in West Bengal.

Notably, he was appointed to the post in February 2023 and was originally scheduled to continue till December 31, 2025.

Justice Soumen Sen appointed Chief Justice of Meghalaya High Court

The Union Government on Friday (September 26, 2025) approved the appointment of Justice Soumen Sen, Judge of the Calcutta High Court, as the Chief Justice of the Meghalaya High Court. He will assume charge upon taking oath of office.

The appointment comes following the Supreme Court Collegium’s recommendation dated September 11, 2025, which proposed Justice Sen’s elevation to the post of Chief Justice of the Meghalaya High Court.

In a related order, the government assigned Justice Sujoy Paul, Judge of the Calcutta High Court, to perform the duties of the Chief Justice of the Calcutta High Court consequent upon Justice Sen’s elevation.

Similarly, Justice Sanjeev Prakash Sharma, Judge of the Rajasthan High Court, has been directed to perform the duties of the Chief Justice of the Rajasthan High Court following the retirement of Justice Kalpathi Rajendran Shriram on September 27, 2025.
