Himachal Pradesh : 21 IAS officers shifted

The Himachal Pradesh government has issued transfer and posting orders of 21 IAS officers in the state on Monday.

The names of the officers and their postings are as follows :

  1. S S Guleria (IAS:2006:HP) : Registrar, Co-operative Societies, Shimla with additional charge of Divisional Commissioner, Kangra Division at Dharamshala, District Kangra.
  2. Amit Kashyap (IAS:2008:HP) : Labour Commissioner-cum-Director of Employment, Shimla with additional charge of MD, General Industries Corporation, Shimla.
  3. Hans Raj Chauhan (IAS:2008:HP) : Director, Land Records, Shimla with additional charge of MD, H P State Industrial Dev. Corporation, Shimla.
  4. Ms. Manasi Sahay Thakur (IAS:2009:HP) : MD, H P State Civil Supplies Corporation, Shimla.
  5. Suresh Kumar Mokhta (IAS:2010:HP) : Director, Environment, Science & Technology with additional charge of Director-cum-Ex-Officio-Special Secretary, Revenue-Disaster Management.
  6. Sandeep Kumar (IAS:2010:HP) : Director (Personnel), H.P.S.E.B Ltd., Shimla with additional charge of the post of Director (Finance), H.P.S.E.B. Ltd., Shimla.

Four IIS officers promoted to Higher grade

As many as four officers including Jaideep Bhatnagar of Indian Information Service (IIS) have been empanelled for promotion to the Higher grade for the panel years 2020 and 2021.

Three CPWD officers promoted to Chief Architect grade

As many as three officers including Ms Nirupma Chadha of Central Public Works Department (CPWD) have have been empanelled for promotion to the grade of Chief Architect for panel years 2019 (Supplementary Panel) and 2020 (Regular Panel).

SAIL Announces Enhanced Performance Incentive for 2020 for its Non-Executive Employees

Steel Authority of India Limited (SAIL) has announced an increase of more than 6% in the annual payment of SAIL Performance Incentive / ex-gratia / bonus in comparison to previous year to the Non-executive employees on the festive occasion of Durga Puja / Dussehra. It was finalized based on discussions and mutual agreement between SAIL Management and Sr. Central Trade Union leaders representing the workers and belonging to the constituent Unions of NJCS viz. INTUC, CITU, AITUC, HMS & BMS. In line with the Government’s initiative to boost economy by way of incentivising the working class, SAIL has also announced the distribution of Ex-gratia during the festive season. While an amount of Rs. 16,500/- will be paid to the Non-executive employees of SAIL’s five Integrated Steel Plants at Bhilai, Bokaro, Durgapur, Burnpur and Rourkela and also Raw Materials and Collieries Divisions, an amount of Rs. 14,500/- will be paid to the Non-executive employees of other plants and units of SAIL.

“SAIL prioritizes the welfare of its workforce and is committed to take strides in strengthening such initiatives by Government. This Ex-gratia will help in boosting the spending power of the workmen of SAIL in the ensuing festive period”, commented Shri Anil Kumar Chaudhary, Chairman, SAIL.

The enhanced SAIL Performance Incentive will be disbursed to Non-executive employees’ before the onset of festive season (Durga Puja/Dussehra) and will augment the purchasing capacity of the employees during the festive season. Further, it will also aid in infusion of liquidity and boost the economic activity especially in the Steel Townships and facilitate in alleviating, to some extent, the adverse impact of COVID on economy.

PTI Face-Off : Government Mulls it’s own news service

After ending its subscription with news agencies PTI and UNI, India’s National Broadcaster, Prasar Bharati is believed to be working towards starting it’s own news service.

In the past, there have been occasions when the Modi regime have felt that the news agencies, particularly the PTI, were not able to do the needful, say our reliable sources in the government. So to reduce reliance on PTI, the government envisaged its own news agency – the Prasar Bharati News Service (PBNS) – and prepared a proposal. For testing purposes, PBNS made its debut on Twitter earlier in April 2019 as a “Digital News Service of India’s Public Broadcaster- Breaking Alerts, Digests & curated Developing Stories from across the Globe”.

Sources in the government claim that the endeavour will be transformed into launching a full-fledged news agency, utilising the available huge network of Doordarshan and All India Radio (AIR) that together includes around 1100 reporters across the country. So far, for some administrative and bureaucratic reasons, the proposal has been stuck. By having its own agency, the government feels it might be easier to manage the narrative, especially at the global level, with several international media organisations trying to create a negative perception about the Modi government.

IB : Four IPS officers elevated as Special Director

The Modi government on Monday elevated four IPS officers, presently serving in IB as Additional Director, to the rank of Special Director in Intelligence Bureau.

The names of the officers are;

  1. Sunil Kumar Bansal (IPS:1987:OD) has been appointed as Special Director, IB for a tenure up to his superannuation on 30.06.2022. Presently, he is working as Additional Director, IB.
  2. Akshaya Kumar Mishra (IPS:1987:RJ) has been appointed as Special Director, IB for a tenure up to his superannuation on 30.04.2021. Presently, he is working as Additional Director, IB.
  3. A Sema Ranjan (IPS:1987:BH) has been appointed as Special Director, IB for a tenure up to his superannuation on 28.02.2023. Presently, he is working as Additional Director, IB.
  4. Swagat Das (IPS:1987:CH) has been appointed as Special Director, IB for a tenure up to his superannuation on 30.11.2024 Presently, he is working as Additional Director, IB.

Haryana : DS Dhesi appointed chief principal secretary to CM Khattar

Former Haryana chief secretary DS Dhesi (Retd.IAS:1982:HR) has been appointed as the chief principal secretary to the chief minister Manohar Lal Khattar on Monday. He will replace Rajesh Khullar (IAS:1988:HY), the incumbent principal secretary to CM. Khullar is headed for a World Bank assignment in the United States by the month-end.

Dhesi resigned on Sunday as the chairman of the Haryana Electricity Regulatory Commission (HERC).

Dhesi retired from the service in 2019 after spending four years as chief secretary during Khattar’s first tenure as the chief minister.

Sources said that Khattar may also appoint another officer as principal secretary to the chief minister who will be junior to Dhesi.

Union Home Secretary Ajay Bhalla’s term extended to August 2021

The Appointments Committee of the Cabinet (ACC) Saturday approved the extension in the services of Ajay Kumar Bhalla (IAS:1984:AM) as Union Home Secretary beyond his superannuation i.e. November 30 up to August 22, 2021.

Bhalla was appointed Home Secretary in August last year. Currently, he is also holding an additional charge of Secretary, Department of Personnel and Training (DoPT).

Andhra Pradesh : Neerabh Kumar Prasad back as CCLA

The Andhra Pradesh government on Friday appointed Neerabh Kumar Prasad (IAS:1987:AP) as the Chief Commissioner of Land Administration (CCLA).

Prasad, who was earlier handling the Department of Environment, Forests, Science and Technology as Special Chief Secretary with additional charge of the CCLA office, was transferred on Wednesday.

At that time, Special Chief Secretary (Water Resources Department) Aditya Nath Das (IAS:1987:AP) was placed in full additional charge of the posts of Special Chief Secretary (Environment, Forests) and CCLA.

However, the government issued orders on Friday posting Kumar as the CCLA.

N Ramesh appointed as Dy. MD, Exim Bank

N Ramesh (ITS:1999), Executive Director (ED), National Agricultural Cooperative Marketing Federation of India Limited (NAFED), has been appointed as Deputy Managing Director (DMD) in Export-Import Bank of India (Exim Bank) on deputation basis for a period of 3 years.
