Assam : Maninder Singh posted as Chairman, Assam Administrative Tribunal

Maninder Singh (IAS:1989:AM) was on Tuesday transferred and posted as Chairman, Assam Administrative tribunal with effect from 22-10-2020. He is also allowed to continue as Additional Chief Secretary, Guwahati Development Department and Chief Resident Commissioner, Assam Bhawan, New Delhi as additional charges.

Assam : Paban Kumar Borthakur transferred as ACS to CM

Paban Kumar Borthakur (IAS:1989:AM) was on Tuesday transferred and posted to the post of Additional Chief Secretary to the Chief Minister, Assam with effect from 22.10.2020. Presently, he is serving as Chairman, Assam Administrative Tribunal and Additional Chief Secretary, Transformation & Development, Cultural Affairs and Irrigation Departments.

Sikkim : Four IFS officers transferred

The Sikkim government on Tuesday issued transfer and posting orders of four IFS officers in the state.

The names of the officers and their postings are as follows :

  1. N W Tamang : Chief Conservator of Forest (T), Gangtok shall hold the additional charge of CCF (HQ), Research, Sericulture, Silviculture and Utilization in addition to his present assignment.
  2. D C Nepal : Chief Conservator of Forest (Wildlife), Shall hold the additional charge of Chief Wildlife Warden, Working Plan, Member Secretary, SLNA. Eco-tourism, CEO (CAMPA) and Parks and Garden in addition to his present assignment.
  3. Dr. D Manjunatha : Additional Project Director, SBFP hold the additional charge of Conservator of Forest-cum-Nodal Officer, FCA and Research and Extension in addition to his present assignment.
  4. Ms Thenmozhi : Technical Assistant to CCF (HQ).

No further extension of BPCL bid submission deadline, says DIPAM Secretary

As the current deadline for the submission of Expression of Interest(EoI) for BPCL sale expires on November 16, there won’t be any further extension, as specified in a statement from DIPAM Secretary Tuhin Kanta Pandey. In the past, the government has extended the deadline four times due to the COVID-19 lockdown, on account of requests received from bidders. This indicates the government’s readiness to proceed with the privatization of Bharat Petroleum Corporation Limited (BPCL).

The Modi Government is keen on completing the process before the closure of FY2020-21 since the deal would contribute a big chunk of funds to the overall disinvestment target of Rs 2.1 lakh crore. So far, DIPAM has managed to raise only Rs 5,695.63 crore from disinvestment .

Canara Bank wrote off Rs 47,310Cr in 8 years, but recovered just 19%

When a common borrower in our country defaults, the banks publish his name and all details through advertisements in newspapers but in numerous cases of big defaulters, names are being hidden under the privacy cause by most banks. Canara Bank is no exception, as it has written off bad loans worth thousands of crore of rupees and recovered paltry amounts from big defaulters.

During the past eight-year period from FY12-13 to FY19-20, Canara Bank wrote off a total of Rs 47,310 crore while recovering just 19 per cent or Rs 8,901 crore from defaulters. The Bank also refused to share this information as well as names of defaulters under the Right to Information (RTI) Act by using vague reasons of privacy for not sharing information like names of big defaulters with a bad loan of Rs 100 crore and above.

In the reply to the RTI, the bank says, “Information sought is the personal information of the concerned and if disclosed would invade the privacy of those concerned and its disclosure does not have any relationship with public interest or activity and is exempted under section 8(1)(j) of the RTI Act.”

In several judgements, the Central Information Commission (CIC) had ruled that to qualify for the exemption under section 8(1)(j) of the RTI Act, the information must satisfy certain criteria, such as personal information and public interest.

Hence Section 8(1)(j) of the RTI Act cannot be applied when the information concerns institutions, organisations or corporates.

Daljeet Singh Chaudhary (IPS:1990:UP) has been promoted and posted as Additional Director General (ADG) in Indo Tibetan Border Police (ITBP). Presently, he is serving as Inspector General, ITBP.

Brig. Ranjit Singh appointed as IG (East), Assam Rifles

Brig. Ranjit Singh, VSM, MADRAS (Inf), has been appointed as Inspector General (East) in the Assam Rifles for a period of 18 months on deputation basis.

Haryana : Six IAS officers shifted

The Haryana government has issued transfer and posting orders of 06 IAS officers in the state on Monday.

The names of the officers and their postings are as follows :

  1. Jaibir Singh Arya (IAS:2009:HY) : Deputy Commissioner, Bhiwani.
