Bihar govt transfers four IAS officers in minor reshuffle

In a minor administrative reshuffle, the Bihar government on Sunday (October 5, 2025) issued transfer and posting orders involving four IAS officers across the state.

The names of the officers and their postings are as follows;

  1. Anil Chaudhary (IAS:2011:BH), Municipal Commissioner, Madhubani Municipal Corporation, has been transferred and posted as Special Secretary, Home Secretary.
  2. Upendra Prasad (IAS:2013:BH), Settlement Officer, Jehanabad, has been transferred and posted as Additional Secretary, GAD.
  3. Sanjay Kumar (IAS:2014:BH), Additional Secretary, GAD, has been transferred and posted as CGM, Bihar Vikas Mission.
  4. Sparsh Gupta (IAS:019:BH), DDC-cum-CEO, Zila Parishad, Kishanganj, has been transferred and posted as MD, Bihar Rajya Beej Nigam Limited.

Vishwanath Suresh selected as CMD of MOIL Limited

Vishwanath Suresh has been selected for appointment as Chairman & Managing Director (CMD), MOIL Limited. The selection was made during a Public Enterprises Selection Board (PESB) meeting held on October 4, 2025. He is currently serving as Director(Commercial), NMDC Limited.

Following the PESB’s recommendation, his name has been forwarded to the Appointments Committee of the Cabinet (ACC) for final approval. His appointment will be subject to necessary vigilance clearances and the ACC’s nod.

MOIL Limited, a Miniratna PSU under the Ministry of Steel, plays a crucial role in meeting India’s manganese ore requirements for steel production and allied industries.

NBCC Director Saleem Ahmad to Lead Rail Vikas Nigam Limited as CMD

In a significant development, Saleem Ahmad has been selected for the post of Chairman & Managing Director (CMD) of Rail Vikas Nigam Limited (RVNL). The selection was made during a Public Enterprises Selection Board (PESB) meeting held on October 4, 2025.

Currently serving as Director (Projects) at NBCC (India) Limited, Ahmad was chosen from among several contenders after a detailed interview process. Following the PESB’s recommendation, his name has been forwarded to the Appointments Committee of the Cabinet (ACC) for final approval. His appointment will be subject to necessary vigilance clearances and the ACC’s nod.

The vacancy arose after the retirement of Pradeep Gaur on August 31, 2025. Gaur had taken charge in August 2018 for a five-year term and was later granted a two-year extension, which ended on his retirement date. Since September 1, 2025, Sukhmal Chand Jain (IRSE), AM/L&A, Railway Board, has been holding additional charge of CMD, RVNL. The PESB had advertised the post on April 22, 2025.

IAS officer Dr. Raju Narayana Swamy’s new book on Maths Olympiad released in Kuwait

In yet another feather to his illustrious cap, IAS officer Dr. Raju Narayana Swamy, widely known as Kerala’s anti-corruption crusader, has authored a new book that is drawing widespread attention among students and academicians alike.

The 104-page book is structured around 24 questions from previous Mathematics Olympiad papers, complete with detailed solutions. This marks Dr. Swamy’s third publication aimed at students preparing for the Maths Olympiad.

The book was officially released in Kuwait City by Sanjay K Muluka, Deputy Chief of Mission, Embassy of India — who is currently holding charge as India’s Ambassador to Kuwait. This latest work is Dr. Swamy’s 35th book.

His earlier writings include the Sahitya Akademi Award-winning travelogue “Shantimanthram Muzhangunna Thazhvarayil” and “Neelakkurinji: Oru Vyazhavattathile Vasantham,” which won the Kerala State Award for Children’s Literature.

Dr. Swamy, who topped the 1991 IAS batch (All India Rank 1), is celebrated for his integrity, intellectual pursuits, and contributions to governance. In 2021, he was awarded the Leonardo da Vinci Fellowship by the Center for Intellectual Property and Innovation Policy, George Mason University, for his scholarship in intellectual property law.

He earlier received the 2018 Satyendra K. Dubey Memorial Award from IIT Kanpur for his fight against corruption and the prestigious Homi Bhabha Fellowship (in cyber law).

Dr. Swamy has also served as Central Observer for the Election Commission of India on 38 occasions, including a tenure as International Observer in the 2018 Zimbabwe Elections.

An alumnus of IIT Madras (B.Tech in Computer Science), he holds a Ph.D. in Law from Gujarat National Law University, an LLM from NLU Delhi, and a PG Diploma from National Law School, Bengaluru — both with gold medals.

Known for his innovative and transparent approach to governance, Dr. Swamy has contributed significantly to policy initiatives in rural development, education, and health, and continues to be a role model in public service.

Vijay Prakash appointed as ADG in CISF

Senior IPS officer Vijay Prakash (IPS:1996:UP) has been appointed as Additional Director General (ADG) in the Central Industrial Security Force (CISF). Currently, he is Inspector General (IG) in CISF.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (October 3, 2025), the competent authority has approved the appointment of Mr. Prakash to the post from the date he assumes charge and up to December 14, 2028 — marking a combined tenure of seven years — or until further orders, whichever is earlier.

H Rajesh Prasad appointed as Chief Secretary of Chandigarh

In a key administrative move, the Union Ministry of Home Affairs (MHA) on Saturday (October 4, 2025) appointed senior IAS officer H Rajesh Prasad (IAS:1995:AGMUT) as the Chief Secretary of Chandigarh.

Prasad, an officer of the AGMUT cadre, is currently serving as Principal Secretary of the Power Development Department in Jammu and Kashmir, a position he has held since September 22, 2022. Notably, Jammu and Kashmir is now part of the joint AGMUT cadre, which also includes Ladakh.

He succeeds Mandip Singh Brar (IAS:2005:HY), Home Secretary, UT Administration, who was holding additional charge of Chief Secretary, Chandigarh, following the appointment of Rajeev Verma (IAS:1992:AGMUT) as Chief Secretary of Delhi. Verma had earlier served as Adviser to the Chandigarh Administrator since February 2024.

In January 2025, the MHA restructured the UT’s top administrative framework by creating the post of Chief Secretary in Chandigarh, replacing the earlier position of Adviser to the Administrator. Verma thus became the first Chief Secretary of Chandigarh after this change. Before his tenure in Chandigarh, he served as Chief Secretary of Puducherry.

Further, the MHA transferred Ankur Garg (IAS:2003:AGMUT) from Arunachal Pradesh as Advisor to the Administrator, Dadra and Nagar Haveli and Daman and Diu (DNH&DD).

S Sakthimani selected as CMD of FACT

S Sakthimani has been selected for appointment as Chairman & Managing Director (CMD) of The Fertilisers and Chemicals Travancore Limited (FACT). The decision came during a Public Enterprises Selection Board (PESB) meeting held on October 3, 2025.

Currently serving as Director (Finance) at FACT, Sakthimani was chosen from among several contenders. Following the PESB’s recommendation, his name has been forwarded to the Appointments Committee of the Cabinet (ACC) for final approval. His appointment will be subject to the required vigilance clearances and the ACC’s nod.

Chandra Madhav Singh appointed Deputy Secretary in Consumer Affairs

Chandra Madhav Singh (IRS-C&IT:2015), who was recommended for central deputation by the Department of Revenue, has been selected for appointment as Deputy Secretary in the Department of Consumer Affairs, Delhi, for four years.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (October 3, 2025), Mr. Singh will serve in the post under the Central Staffing Scheme for a period of four years from the date of taking over charge of the post or until further orders, whichever is earlier.

UT Administrator withdraws financial powers, shifts authority to MHA

In a move that has left the Union Territory (UT) administration unsettled, Administrator Gulab Chand Kataria, acting on the Centre’s directions, has withdrawn the financial powers of senior officers and transferred them directly to the Union Ministry of Home Affairs (MHA). The order, issued on Tuesday (September 30, 2025), has led to widespread confusion, with several departments now awaiting clarification on how even routine works will proceed.

Until now, financial sanctioning powers were distributed across different levels—Heads of Departments (up to Rs 1.5 crore), Chief Engineers (up to Rs 3 crore), Administrative Secretaries (up to Rs 20 crore), Chief Secretary (up to Rs 50 crore), and the Administrator (up to Rs 100 crore). All these powers now stand revoked, with final approval resting solely with the MHA.

The sudden shift has already disrupted functioning. On Wednesday, the engineering department deferred allotments of several opened tenders, as officers were uncertain whether even minor projects worth just Rs 5–10 lakh would require clearance from Delhi.

The order, however, clarifies that ongoing works—where sanctions and work orders have already been issued—will continue under previous rules. For all new schemes and tenders, MHA approval will be mandatory.

While financial sanctioning has been centralized, technical sanctioning powers remain unchanged. Executive Engineers can still approve up to Rs 30 lakh, Superintending Engineers up to Rs 1.8 crore, and Chief Engineers retain full technical sanction powers. Additionally, the Chief Secretary retains the power to authorize emergency direct purchases up to Rs 10 crore.

The move, intended to align financial oversight with the Centre’s directives, has triggered unease among officers, many of whom are seeking urgent clarifications to avoid further administrative paralysis.

  2. Animesh Kumar Parashar (IAS:2010:BH), CEO-cum-Municipal Commissioner, Patna Municipal Corporation with additional charge of Secretary, Urban Development and Housing Department; MD, Bihar Urban Infrastructure Development Corporation Limited (BUIDCO), has been transferred and posted Commissioner, Patna Division, Patna with additional charge MD, BUIDCO.
  3.
