Sanjay Kumar Hansda appointed Executive Director in RBI

The Reserve Bank of India (RBI) on Thursday (October 9, 2025) appointed Sanjay Kumar Hansda as Executive Director (ED) with effect from March 3, 2025. He rejoined the central bank on October 6, 2025, upon completion of his deputation as Senior Advisor to the Executive Director (India) at the International Monetary Fund (IMF). He will oversee the Department of Economic and Policy Research in the RBI.

Before his elevation as Executive Director, Dr Hansda served as Adviser in the Department of Economic and Policy Research. He has also held key positions such as Adviser in the Monetary Policy Department and Officer-in-Charge/Director of the Internal Debt Management Department. Earlier, he had a stint as Analyst (Financial Stability) at the Bank of England while on deputation from the RBI.

A seasoned central banker and researcher with nearly three decades of experience, Dr Hansda has worked extensively across diverse areas including the banking sector, monetary and credit policy, interest rates, liquidity management, inflation and growth, financial and capital markets, national and monetary accounts, and inter-regulatory coordination. He has represented the RBI in several national and international forums, including committees of the Bank of England and the Committee on the Global Financial System (CGFS).

Dr Hansda holds a postgraduate degree in economics from Jawaharlal Nehru University and a diploma in financial services management from Jamnalal Bajaj Institute of Management Studies, University of Mumbai.

Mashhood Ur Rehman Farooqui appointed Director in National Health Authority

The Central government on Wednesday (October 8, 2025) appointed Mashhood Ur Rehman Farooqui (IRS-IT:2009) as Director in the National Health Authority (NHA)–Ayushman Bharat Digital Mission (ABDM) under the Department of Health & Family Welfare.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday, Mr. Farooqui, who was recommended for central deputation by the Department of Revenue, will serve in the post co-terminus with the Ayushman Bharat Digital Mission, which may be extended up to the admissible tenure under the Central Staffing Scheme or until further orders, whichever is earlier.

Preeti Maithil appointed GM of TRIFED in Bhopal

The Central government on Wednesday (October 8, 2025) appointed IAS officer Preeti Maithil (IAS:2009:MP) as General Manager (Director level) in the Tribal Cooperative Marketing Development Federation of India (TRIFED), Bhopal, covering the Madhya Pradesh Region.

According to an order issued by the Department of Personnel and Training (DoPT), the competent authority has approved his appointment on deputation basis under the Ministry of Tribal Affairs.

Ms. Maithili will hold the post for a period of five years from the date of assuming charge or until further orders, whichever is earlier. The position is a non-Central Staffing Scheme (Non-CSS) post.

PS Thuingaleng appointed GM of TRIFED in Guwahati

The Central government on Wednesday (October 8, 2025) appointed PS Thuingaleng (IRS-IT:2008) as General Manager (Director level) in the Tribal Cooperative Marketing Development Federation of India (TRIFED), Guwahati, covering the Assam-North East Region.

According to an order issued by the Department of Personnel and Training (DoPT), the competent authority has approved his appointment on deputation basis under the Ministry of Tribal Affairs.

Mr. Thuingaleng will hold the post for a period of five years from the date of assuming charge or until further orders, whichever is earlier. The position is a non-Central Staffing Scheme (Non-CSS) post.

Anil Kumar Chawla selected as Director (Personnel) of ECIL

In a key selection, Anil Kumar Chawla has been chosen for appointment as Director (Personnel) of Electronics Corporation of India Limited (ECIL). The Public Enterprises Selection Board (PESB) made the selection during its meeting held on October 7, 2025.

Chawla is presently serving as General Manager (HR), ER1HQ, NTPC Limited. Following the PESB’s recommendation, his name has been forwarded to the Appointments Committee of the Cabinet (ACC) for final approval. His appointment will be subject to the requisite vigilance clearances and the ACC’s nod.

A total of seven candidates appeared before the selection board for the interview. They were:

Three IAS officers transferred in Karnataka

Karnataka Govt pulls up IAS

In a minor reshuffle, the Karnataka government on Monday (October 6, 2025) issued transfer and posting orders for three IAS officers, bringing changes to key administrative positions in Bengaluru.

As per the official order:

  1. Thrilok Chandra K.V. (IAS:2007:KN), Commissioner, Department of School Education, Bengaluru, has been transferred and posted as Secretary, Tourism Department, Bengaluru.
  2. Sivakumar K.B. (IAS:2010:KN), Commissioner, Health & Family Welfare Services, Bengaluru, has been given additional charge as Managing Director, Bengaluru Metropolitan Transport Corporation (BMTC), Bengaluru.
  3. Suralkar Vikas Kishor (IAS:2012:KN), Special Commissioner (Health and Education), Greater Bengaluru Authority, has been transferred and posted as Commissioner, Department of School Education, Bengaluru. She will also continue to hold additional charge of Special Commissioner (Health and Education), Greater Bengaluru Authority.

Four IPS officers transferred in UP; Raghubir Lal is new Police Commissioner of Kanpur

In a major administrative move, the Uttar Pradesh government on Monday (October 6, 2025) carried out a reshuffle in the police department, transferring and posting four senior IPS officers across the state.

The most notable change in this round of transfers is the appointment of senior IPS officer Raghubir Lal as the new Police Commissioner of Kanpur.

The names of the officers and their postings are as follows;

  1. Dipesh Juneja (IPS:1992:UP), DG, Prosecution, with additional charge of DG, CID, has been relieved of the charge of DG, CID.
  2. Binod Kumar Singh (IPS:1994:UP), DG/ADG, Cyber Crime, has been transferred and posted as DG, CID with additional charge of Cyber Crime.
  3. Raghubir Lal (IPS:1997:UP), ADG, Security, has been transferred and posted as Police Commissioner of Kanpur.
  4. Tarun Gaba (IPS:2001:UP), IG, Lucknow Range, has been transferred and posted as IG, Security with additional charge of IG, Lucknow Range

BEL CVO Nilabhra Sengupta repatriated before tenure ends

Nilabhra Sengupta (IRSSE:1997), who has been serving as Chief Vigilance Officer (CVO) of Bharat Electronics Limited (BEL), Bengaluru, has been prematurely repatriated to his parent cadre.

According to an order issued by the Department of Personnel and Training (DoPT) on Monday (October 6, 2025), the competent authority has approved his premature repatriation with an extended cooling-off condition.

Sengupta was appointed to the post on October 25, 2024, for a tenure of three years. However, before completing even a year in office, he has been sent back to his parent cadre.

Sandeep Ahuja appointed OSD to MoS Jitin Prasada

In a key bureaucratic appointment, IRS officer Sandeep Ahuja (IRS-IT:2015) has been appointed as Officer on Special Duty (OSD) to Minister of State for Commerce & Industry and Electronics & Information Technology, Jitin Prasada.

According to an order issued by the Department of Personnel and Training (DoPT) on Monday (October 6, 2025), the Appointments Committee of the Cabinet (ACC) has approved Ahuja’s appointment for a period of four years. The tenure will commence from the date he assumes charge of the post or will be co-terminus with the Minister’s tenure, or until further orders, whichever is earlier.

He will serve in the position at the level of Deputy Secretary.

Dharmendra Kumar Singh gets extension as JS in Department of Defence

The central deputation tenure of Dharmendra Kumar Singh (IA&AS:2000) as Joint Secretary in the Department of Defence has been extended for another six months.

According to an order issued by the Department of Personnel and Training (DoPT) on Monday (October 6, 2025), the Appointments Committee of the Cabinet (ACC) has approved the proposal of the Ministry of Defence to extend Singh’s tenure beyond September 30, 2025, till March 31, 2026, or until further orders, whichever is earlier.

Dharmendra Kumar Singh has been serving as Joint Secretary in the Defence Ministry since August 2022. This marks his second extension, as his tenure was previously extended on March 19, 2025, up to September 30, 2025.
