Prashant Dubey (IDAS:2012), who was recommended for central deputation by the Department of Defence, has been selected for appointment as Deputy Secretary in the Department of Consumer Affairs.
According to an order issued by the Department of Personnel and Training (DoPT) on Monday (December 1, 2025), Dubey will serve in the post under the Central Staffing Scheme for a period of four years from the date he assumes charge of the post or until further orders, whichever is earlier.
IPS officer Balveer Singh (IPS:2020:TN), who was earlier suspended for custodial torture, has been posted as ASP, Special Task Force (STF) in Erode. Before this posting, after his suspension was revoked in January 2024, he was sent as Deputy Commandant to the Tamil Nadu Special Police battalion at Tihar Jail in Delhi.
The STF post was earlier held by an SP-rank officer. The post has now been downgraded to place Balveer Singh there.
Singh came under serious scrutiny in 2022. He was accused of plucking the teeth of suspects during custodial interrogations in Ambasamudram in Tirunelveli district. The CB-CID registered multiple cases of custodial torture against him. He was then suspended and was not considered for promotion. Later, he was deputed to the TSP battalion in Delhi.
His posting to Erode became known only after photos and videos of his farewell function at the Delhi battalion appeared on social media. He has not yet taken charge in Erode.
The Madras High Court has recently stayed the trial court proceedings in four custodial torture cases filed against him by the Tirunelveli CB-CID.

With the formation of the new government under the leadership of Chief Minister Nitish Kumar, the reshaping of the state’s bureaucratic setup has begun. On Sunday, the first transfer list was issued, involving eight IAS officers across Bihar.
The most notable changes include the appointment of Mihir Kumar Singh as the new Development Commissioner and C.K. Anil as the Principal Secretary of the Revenue and Land Reforms Department, signalling the administration’s early steps toward reorganising key departments.

In a major bureaucratic reshuffle, the Haryana government on Sunday (November 30, 2025) issued transfer and posting orders for 20 IAS officers. The wide-ranging exercise covers both departmental roles and district-level responsibilities.
As part of this reshuffle, the state government has transferred the Deputy Commissioners of Yamunanagar, Kaithal, Faridabad, and Hisar, and appointed new officers to lead the administration in these four key districts.

The central government on Sunday (November 30, 2025) gave another extension to Utpal Kumar Singh (Retd. IAS:1986:UK) as Secretary General of the Lok Sabha until further orders. This is his fourth extension since he took charge.
He received a two-year extension on November 30, 2021.
He later got one-year extensions in 2023 and 2024.
Singh retired as Chief Secretary of Uttarakhand on July 31, 2020. He joined the Lok Sabha Secretariat as Secretary on September 1, 2020, and became Secretary General in December 2020.

IPS officer Daljit Singh Chaudhary (IPS:1990:UP) was accorded a warm farewell on his retirement as Director General of the Border Security Force (BSF) on November 30. Thus, Choudhary is bidding goodbye to an illustrious policing career that spanned over more than three decades.
He was appointed as the BSF DG on August 3, 2024, at a time when tempers ran high along the India-Pakistan border in the Jammu region, where security forces and civilians were suffering casualties.
Known for his dynamic leadership and meticulous approach, Choudhary has been on central deputation since 2017 without a break.
Before taking over the reins of the BSF, he served as Additional Director General (ADG) in the Indo-Tibetan Border Police (ITBP), Special DG and Additional DG in the CRPF, and later as the Sashastra Seema Bal (SSB) DG. Thus, barring CISF, Choudhary has held leadership positions in all wings of the paramilitary forces. Besides, he also briefly held the additional charge of the National Security Guard (NSG). It shows how valued he has been for the central government.
Apart from his acclaimed operational skills, Choudhary is an accomplished marksman and a qualified skydiver.
As Choudhary bids farewell to his career from the post of the BSF chief, senior IPS officer Praveen Kumar (IPS:1993:WB), currently posted as ITBP chief, has been assigned the additional charge of the BSF DG in his place.
Prime Minister Narendra Modi finally attended the 60th DGP/IGP conference being held in Raipur. The PM chaired on Saturday the grueling 12-hour-long discussions on national security concerns, emerging threats, and a long-term policing roadmap.
PM Modi was full of praise for the crucial role this conference plays in strengthening internal security. He said that the DGP/IGP conference is a great forum that serves as a vital platform to share best practices and innovations in the field of national security. Later PM Modi shared his experience about the conference in a post on X, saying the first day of the DGP/IGP Conference in Raipur witnessed extensive deliberations on different aspects of India’s security system.
Saturday’s proceedings ran from 8am to 8.30pm, featuring four thematic sessions. The DGPs from various states presented their views on law and order, internal security, and implementation of previous conference recommendations. Union Home Minister Amit Shah and National Security Adviser Ajit Dobhal were present at the deliberations.
Chhattisgarh DGP Arun Dev Gautam also gave a detailed presentation on how the state wishes to achieve the goal of the complete elimination of Naxalism by March 2026. Gautam’s briefing was focused on stabilising security gains, improving connectivity, and delivering state services to remote tribal areas that have long been affected by Maoist violence.
Along with traditional concerns of terrorism, Naxalism, and organised crime, the deliberations also included a key issue of how to safeguard the women’s safety through technology.
The three-day conference will conclude on November 30.
The Andhra Pradesh government on Saturday (November 29, 2025) appointed senior IAS officer G Sai Prasad (IAS:1991:AP) as the next Chief Secretary. He will take charge on March 1, 2026, after the extended tenure of the present Chief Secretary K Vijayanand (IAS:1992:AP) ends on February 28, 2026.
Sai Prasad is now working as Special Chief Secretary to the Chief Minister and Special Chief Secretary, Water Resources Department.
Vijayanand was due to retire on November 30, 2025. But the government extended his service by three months, from December 1, 2025, to February 28, 2026, under Rule 16(1) of the All India Services (Death-Cum-Retirement Benefits) Rules, 1958, with the approval of the competent authority.
By extending Vijayanand’s tenure and announcing his successor early, the government aims to ensure a smooth and stable transition at the top administrative level.
Senior IPS officer Rekha Lohani (IPS:1997:OR) has been appointed as Inspector General (IG) in the Central Reserve Police Force (CRPF) on a lateral shift basis. She is presently serving as IG in the Bureau of Police Research & Development (BPR&D).
According to an order issued by the Department of Personnel and Training (DoPT) on Friday (November 28, 2025), the competent authority has approved her appointment as IG, CRPF, with effect from the date she assumes charge. Her tenure will run until January 15, 2028, or until further orders, whichever is earlier.
Lohani’s central deputation tenure is counted from January 16, 2023, when she took charge as IG, BPR&D, for a five-year term. She will now continue on deputation in her new role in the CRPF up to January 15, 2028.
Another state has got enmeshed in a legal battle over the appointment of a regular DGP. This time, it is West Bengal. The matter was brought to the court by senior IPS officer Dr Rajesh Kumar (IPS:1990:WB), who moved the Central Administrative Tribunal (CAT), challenging the Union Public Service Commission’s decision to exclude him and two other senior-most officers—Rajiv Kumar (IPS:1989:UP) and Ranvir Kumar (IPS:1990:WB)—from the panel for appointment as a regular DGP. Currently, Rajiv Kumar, a close confidante of the Bengal CM, is serving as the acting DGP.
Dr Kumar contends that the exclusion of their names from the panel is a violation of the criteria laid down by the Supreme Court in Prakash Singh vs. Union of India (2006).
The matter of fact is that when the vacancy for the DGP post arose on December 27, 2023, Kumar and the two other senior officers had more than six months of residual service remaining, fulfilling the mandatory requirement. The Mamata Banerjee government sent a panel of 10 eligible IPS officers to the UPSC in July 2025, each of whom had more than six months of service left. But when the meeting was held on October 30, 2025, for finalising the panel, these three officers did not have six months of service left.
The UPSC claims to have excluded their names on this ground. Now, Kumar alleges that the decision was arbitrary and discriminatory.
