Rudrendra Tandon appointed India’s next envoy to Afghanistan

Rudrendra Tandon (IFS:1994) has been appointed as India’s next Ambassador to Afghanistan. Tandon is currently serving as the Ambassador of India to ASEAN.
He is expected to take up the assignment shortly.

Soma Mondal selected as chairman, SAIL

Soma Mondal has been selected for appointment as Chairman, Steel Authority of India Ltd. (SAIL) at a Public Enterprises Selection Board (PESB) meeting held on August 10, 2020. Presently, she is working as Director (Commercial), SAIL.

Restructuring Railways ; Merger of 8 Indian Railways’ cadres into IRMS likely to be completed by November

The downsizing of the national transporter, Indian Railways, which started with the Central Government’s approval in December 2019 and the subsequent trimming the strength of the Railway Board to –half — from eight to four — and unifying the eight services of Indian Railways into a central service, is further intensifying. The Indian Railway Management Service (IRMS)- the merger of eight major Indian Railways cadres into one single service, is in the process and expected to be completed by November, this year.

To finalize the modalities, consultancy firm McKinsey and Company’s services has been hired and as per a PTI report, Railways Minister Piyush Goyal had a high level meeting, also attended by the Railway Board Chairman and representatives of the various Trade Unions, to discuss the modalities of the ongoing restructuring.

Pune : Three frontrunners for collector post

The outgoing Pune Collector, Naval Kishore Ram (IAS:2008:MH), has joined Prime Minister’s Office( PMO) as Deputy Secretary, reportedly, a reward for his outstanding work. The temporary charge has been given to Zilla Parishad CEO, Ayush Prasad (IAS:2015:MH). An announcement in this regard has been done by, first, Naval Kishore Ram himself, through his official Twitter handle, and also by, Divisional Commissioner, Saurabh Rao (IAS:2003:MH). The names doing the rounds, i.e. the front runners for the post of new Pune Collector are, Rajesh Deshmukh (IAS:2008:MH), former Yavatmal collector and presently serving as MD, HAFFKINE, G.Shrikant (IAS:2009:MH), Latur’s District Collector and Yogesh Mhase (IAS:2009:MH), MD, Maharashtra State Cooperative Marketing Federation, who in past has already served as PCNTDA CEO in Pimpri Chinchwad.

Besides these three names, the name of Astik Kumar Pandey (IAS:2011:MH) is also doing the rounds. A final announcement is expected very soon, as confirmed by Saurabh Rao, Divisional Commissioner.

CBDT : 16 senior IRS officers shifted

In a major reshuffle effected by the Central Board of Direct Taxes, on Friday, involving as many as 16 senior IRS (IT) cadre officers of the rank of Principal Chief Commissioner Income Tax (PCCIT) and Chief Commissioner Income Tax (CCIT)/DGIT were transferred and posted to different places.

Andhra Pradesh : Chief Secretary Nilam Sawhney gets three months extension

The Andhra Pradesh Chief Secretary Nilam Sawhney (IAS:1984:AP) has been given an extension in service for a further three-month period beyond September 30 as the Centre accepted the state governments request. Sawhney was originally supposed to retire on June 30 on attaining the age of superannuation, but was given a three-month extension in view of the COVID-19 management tasks.

The state government recently wrote to the Centre, requesting that her tenure be extended for a further three- month period beyond September 30 and the Department of Personnel accepted it. The Centre’s decision was communicated to the state on Thursday and Principal Secretary (Political) Praveen Prakash (IAS:1994:AP) issued a formal order on Friday, notifying the extension in service of Sawhney till December 31, 2020.

CVC halves time for reconsideration of its advice against officials accused of corruption

The Central Vigilance Commission has halved to one month , from the previous two months , the time for reconsideration of its advice against government officials accused of corruption in cases where the department concerned wants to have lenient or stricter view on the quantum of punishment recommended by it, according to an official order.

The move comes after it was noticed that such proposals were not received in the stipulated time period of two months, thus causing delay in processing of vigilance cases.

The CVC is consulted by the government departments at two stages in vigilance cases – advice is first obtained on investigation reports and second before a final decision is taken at the conclusion of proceedings against corrupt employees.

Citing its earlier guidelines, the commission said that government departments are required to approach the CVC for advice wherein a lenient or stricter view than that advised by it is proposed to be taken in the vigilance cases.

Further, it was also prescribed that such reconsideration proposals should be sent within two months from the date of receipt of the commission’s advice, said the order issued on Thursday.

“Considering the need for expeditious finalisation of vigilance cases and to adhere to the timelines, the commission on review of the existing timelines has decided that any proposal for a reconsideration of its first stage advice should be made to it within one month of receipt of the first stage advice,” it said.

The Commission should be approached for such reconsideration proposals “only in those exceptional individual cases having additional/new material facts”, the CVC said. (PTI)
