Former Uttar Pradesh DGP Prashant Kumar (Retd.IPS:1990:UP) was on Wednesday (December 17, 2025) appointed as the Chairman of the Uttar Pradesh Education Service Selection Commission (UPESSC), Prayagraj, for a tenure of three years. The appointment comes nearly six months after his retirement from active service in May this year.
According to an official statement, the appointment has been made by the Governor of Uttar Pradesh by exercising powers under Section 4 of the Uttar Pradesh Education Service Selection Commission Act, 2023, as amended by the Uttar Pradesh Education Service Selection Commission (Amendment) Ordinance, 2025.
A retired Indian Police Service (IPS) officer, Prashant Kumar is regarded as one of the most influential DGPs the state has seen in recent years.
As Chairman of UPESSC, Prashant Kumar will head the Higher and Secondary Education recruitment body, which is responsible for conducting selection and recruitment of teachers for secondary and higher education institutions across Uttar Pradesh.
The appointment reflects the Yogi Adityanath government’s trust in the former police chief’s administrative experience, with expectations that his leadership will strengthen transparency and efficiency in teacher recruitment in the state.
The Appointments Committee of the Cabinet (ACC) on Wednesday (December 17, 2025) approved the redesignation of two officers from the 2012 batch of different services to the rank of Director, with effect from January 1, 2026. Both officers are currently serving at the Deputy Secretary level in separate departments.
Those whose posts have been upgraded are Pawan Kumar Malapati (IAS:2012:KN), presently posted in the Ministry of Defence, and Karamjeet Kaur (IES:2012), who is serving in the Department of Defence Production.
The Public Enterprises Selection Board (PESB) has not recommended any candidate for the post of Director (Finance) at Rail Vikas Nigam Limited (RVNL) after holding interviews on December 17, 2025. Following interactions with 10 shortlisted candidates, the board concluded that none were found suitable for the position.
In its decision, the PESB advised the administrative ministry or department concerned to adopt an alternative mode for filling the vacancy, including proceeding through a search-cum-selection committee (SCSC) or any other method deemed appropriate with the approval of the competent authority.
The Director (Finance) post at RVNL has remained vacant since June 1, 2025, after the retirement of Sanjeeb Kumar (IRAS:1989). Currently, Abhishek Kumar (IRAS:2001), Executive Director (Finance–Budget) in the Railway Board, is holding the additional charge of Director (Finance), RVNL.
Notably, the PESB had invited applications for the post on August 28, 2025, with September 24, 2025, as the closing date.

The Chhattisgarh Chief Minister, Vishnu Deo Sai, made a startling revelation that, following recommendations of the Enforcement Directorate (ED), his government has initiated stern action against five IAS officers and two officers of the State Administrative Services (SAS). The action includes departmental proceedings, suspension, and prosecution.
The CM divulged it in the assembly, saying ED inputs are examined under service rules and criminal law, with final action taken strictly as per due process and court direction.
He was replying to a question raised by the BJP MLA, Rajesh Munat, in the state assembly on Monday.
Munat had raised a pointed question regarding the action taken by the ED during 2023, 2024, and 2025 against IAS, IPS, IRS, and SAS officers posted in Chhattisgarh. The MLA also sought details of officers currently in judicial custody or released on bail in ED-related cases.
The Chief Minister said that the state govt examined each case under relevant service rules and provisions of criminal law, and action was initiated wherever required, including departmental proceedings, suspension and prosecution.
He specifically referred to senior IAS officers Anil Tuteja, then joint secretary in the commerce and industries department, and Sameer Vishnoi, former director of geology and mining, against whom sanction for prosecution was given, following which they were booked. He also referred to another retired IAS officer, Niranjan Das, who was prosecuted under the Prevention of Corruption Act in cases investigated by the ED.
The CM also added that SAS officer Bharosa Ram Thakur, a former collector, was also suspended, and prosecution sanction was granted to him. He is currently out on bail. The reply included the names of IAS officer J P Mourya, former Korba district collector Ranu Sahu, and former deputy secretary in the CMO, Soumya Chourasiya, against whom strict actions were taken by the state govt.
The Madras High Court impleaded three top Tamil Nadu IAS officers on Monday and asked them to file an explanation for the delay committed in obtaining sanction from the Centre to prosecute two IAS officers.
Justice N Anand Venkatesh impleaded the vigilance commissioner, the public secretary, and the director of DVAC in the case related to alleged irregularities committed in awarding tenders in the Chennai and Coimbatore corporations.
The court angrily reacted to the “substantial unexplained delay” in acquiring Centre’s sanction required for prosecuting two IAS officers, KS Kandasamy (IAS:2009:TN) and K Vijaya Karthikeyan (IAS:2011:TN), who had served as deputy commissioner (works), GCC, and commissioner, Coimbatore Corporation, during that period.
Justice Venkatesh took a strong exception to the public secretary for sitting on the files from January 2024 up to August 2025, sent by the vigilance commissioner.
The judge issued the orders to implead the three bureaucrats while hearing a contempt petition seeking to punish the DVAC officials for non-filing of a chargesheet in the Rs 98.25-crore tender irregularities case.
The judge remarked that the vigilance commissioner and the director of DVAC failed to follow up the matter and sent reminders to the public department, which was sitting on the files. He added the court is taking the “extra yard” in order to ensure the trail of criminal proceedings commences at the earliest.
The court made a biting statement saying that the political executive is keen on protecting IAS officers in corruption cases but forgets to do its duty.
The Bihar government on Tuesday (December 16, 2025) revoked the suspension of senior IAS officer Sanjeev Hans(IAS:1997:BH), almost a year after his arrest by the Enforcement Directorate in a money-laundering and corruption case. Hans had been in judicial custody since October 2024. He is now expected to receive a posting in the state administration soon.
Hans was Principal Secretary (Energy) when he was arrested. His suspension has been lifted after he was granted conditional bail by the Patna High Court in October this year. He had spent nearly a year in jail during the investigation.
The High Court, while granting bail, barred him from travelling abroad and asked him to appear before the court regularly during the trial. The court also noted gaps in the prosecution’s case, pointing out that there was no clear evidence showing that the alleged proceeds of crime were used through identifiable financial transactions. On these grounds, the court said that keeping him in jail any longer was not justified.
In the same case, the Patna High Court has also granted bail to three other accused linked to private firms involved in the alleged bribery and money-laundering connected to tenders, including those for smart meters.
The Telangana government on Tuesday (December 16, 2025) assigned D. Krishna Bhaskar (IAS:2012:TG) full additional charge of Chairman and Managing Director (CMD) of Singareni Collieries Company Limited (SCCL), Hyderabad relieving N. Balram (IRS-C&IT:2010) following the completion of his extended deputation tenure in the state on December 4, 2025.
Krishna Bhaskar, who is currently serving as CMD of the Transmission Corporation of Telangana (TRANSCO), has been entrusted with the additional responsibility until further orders. He is also posted as Special Secretary to Deputy Chief Minister Mallu Bhatti Vikramarka.
N. Balram was serving as Director (Finance), SCCL, and was given full additional charge of CMD in January 2024 after the tenure of then CMD N. Sridhar (IAS:1997:TG) ended on December 31, 2023. His deputation to the Telangana government had been extended for one year beyond December 4, 2024, and concluded earlier this month, necessitating his return to the parent cadre.
Singareni Collieries Company Limited is a government-owned coal mining company jointly held by the Telangana government and the Union government in a 51:49 equity ratio.
The Haryana government has sent the same panel of five senior IPS officers to the UPSC for the purpose of selecting a new DGP. Before doing it, the government first relieved Shatrujeet Kapoor (IPS:1990:HY) of the DGP charge on Sunday. Kapoor’s removal from the DGP post cleared the decks for the appointment of the new DGP.
Kapoor handed over the charge of the DGP at the police headquarters on Dec 14, clearing the way for a fresh beginning of the appointment process for the new chief of the state police. That is the reason behind the government’s attaching Kapoor’s new posting order along with the panel sent to the UPSC for shortlisting three names for the DGP’s appointment.
The state had earlier sent a panel of five officers, including Shatrujeet Kapoor, to the UPSC for selecting the next DGP, citing the anticipated vacancy as officiating DGP OP Singh is due to retire on December 31, 2025. But the UPSC had returned the panel on the ground that no vacancy for the DGP post existed, as Shatrujeet Kapoor was only on leave and could resume duty anytime after returning from leave.
With Shatrujeet Kapoor formally removed from the post, the objection raised by the UPSC for considering the government’s panel stood addressed. The Legendofficers had reported that the state government will have to send a panel of eligible officers afresh to the UPSC for shortlisting.
After the Haryana government sent a proposal containing the names of five IPS officers to the UPSC for shortlisting three names, the commission stated in its communication that the state government is required to send its proposal only if there is an anticipation of the vacancy. The name of officiating DGP O P Singh was not included in the list, as he is retiring on December 31, and as per the Supreme Court’s guidelines, an officer must have at least six months of service remaining to be eligible for the post.
It should be recalled that Kapoor had completed his two-year term as DGP. He was later asked to proceed on leave on October 14 following the allegation of his involvement in the suicide of fellow IPS officer Y. Puran Kumar (IPS:2001:HY). During this period, O.P. Singh (IPS:1992:HY) served as the officiating DGP.
