Guriqbal Singh (IPS:2012:AGMUT), who was recommended for central deputation by the Ministry of Home Affairs, has been selected for appointment as Deputy Secretary in the Ministry of Home Affairs for four years.
According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (06.02.2025), Mr. Singh will serve in the post for a period of four years under the central staffing scheme from the date of assuming charge or until further orders, whichever is earlier.
Satish TJ (IDAS:2010), currently serving as Secretary-cum-Controller of Examination at Deputy Secretary level in the Staff Selection Commission (SSC), has been elevated to the Director level.
According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (06.02.2025), the competent authority has approved the proposal to re-designate his post to the Director level. This re-designation takes effect from the date of assumption of charge and will remain valid until August 31, 2028, completing a total tenure of five years at the Director level under the Central Staffing Scheme.
It is noteworthy that Satish TJ (IDAS:2010) began his central deputation tenure on September 1, 2023.
Neeraj Kulhari (ICAS:2011), currently serving as Deputy Jute Commissioner in the Office of the Jute Commissioner, Kolkata, at the Deputy Secretary level, has been re-designated to the Director level.
According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (06.02.2025), the competent authority has approved the Ministry of Textiles’ proposal to elevate his post to the Director level. This re-designation takes effect from the date of assumption of charge and will remain valid until April 16, 2028, completing a total tenure of five years at the Director level under the Central Staffing Scheme.
Breaking tradition, the Maharashtra government has for the first time appointed a bureaucrat to lead the Maharashtra State Road Transport Corporation (MSRTC), a position traditionally held by a political representative.
The state government on Wednesday issued a gazette notification appointing senior IAS officer Sanjay Sethi (IAS:1992:MH) as Chairman of MSRTC following the resignation of Bharat Gogawale, who has been inducted into the state cabinet.
Sethi is currently serving as Transport Secretary and holds the rank of Additional Chief Secretary. In his capacity as Transport Secretary, he is already an ex-officio member of the corporation.
MSRTC is one of India’s largest public transport undertakings, operating around 14,000 buses and serving nearly 55 lakh passengers daily across the state. The corporation employs approximately 90,000 workers and has been facing financial difficulties, including rising losses, an aging fleet, employee strikes, and declining ridership.
Raghavendra Pal Singh (IRS-C&IT:2008), who was recommended for central deputation by the Department of Revenue, has been selected for appointment as Director in the Ministry of Housing & Urban Affairs.
According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (06.02.2025), Mr. Singh will serve in the post for a period upto 20.06.2027 ( i.e. five years combined tenure on ex-cadre and CSS put together at Director level) from the date of assuming charge or until further orders, whichever is earlier.
S Divyadharshini (IAS:2011:TN) has been appointed as Director in the Department of Economic Affairs for five years. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (06.02.2025), the competent authority has approved the appointment of Ms. Divyadharshini to the post for a period of five years under central staffing scheme from the date of assuming charge or until further orders, whichever is earlier.
Shashi Kajle (IRS-IT:2007), who was recommended for central deputation by the Department of Revenue, has been selected for appointment as Director in the Department of Economic Affairs for five years.
According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (06.02.2025), Ms. Kajle will serve in the post for a period of five years under central staffing scheme from the date of assuming charge or until further orders, whichever is earlier.
Himanshu Roy (IRS-IT:2011), currently serving as Deputy Secretary in the Department of Pharmaceuticals, has been re-designated as Director. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (06.02.2025), the competent authority has approved the proposal to re-designate Roy’s post to Director level with effect from the date of assumption of charge of the re-designated post, and for a period up to September 4, 2028 i.e. total tenure of five years under the central staffing scheme.
It is noteworthy that Himanshu Roy began his central deputation tenure on September 5, 2023.
Kumar Saurabh Raj (IAS:2011:PB), currently serving as Deputy Secretary in the Ministry of Civil Aviation, has been re-designated as Director. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (06.02.2025), the competent authority has approved the proposal to re-designate Raj’s post to Director level with effect from the date of assumption of charge of the re-designated post, and for a period up to January 24, 2028 i.e. total tenure of five years under the central staffing scheme.
It is noteworthy that Kumar Saurabh Raj began his central deputation tenure on January 25, 2023.
Senior Odisha babus are going to have a field day after being handed out an odd job by the government. The State Government has assigned 30 senior IAS officers with 30 districts and asked them to spend one night in the allotted district before March end. This is not all. These bureaucrats have also to have at least one meal a day (on payment basis) in either an ST/SC Hostel or Mid-Day Meal in schools or in an Aahar Kendra or in an orphanage to check the quality of food and the ambience.
The order asks these senior bureaucrats to visit the allotted district once in the two months for at least two days and furnish their major findings after each visit to the Chief Secretary.
A circular to this effect was issued recently to all Additional Chief Secretaries, Principal Secretaries, Secretaries and Directors by Development Commissioner Anu Garg. It has been done to ensure government welfare schemes and programmes reach grassroots level.
These officers are also expected to plan at least a two-day programme to visit the allotted district once in the two months and spend one night in District/ Sub-divisional headquarters. They are supposed to supervise the implementation of important Government schemes/ programmes so that public services are delivered effectively to the common people. They have the freedom to randomly select the areas for visit within the district, including the inaccessible and tribal dominated areas.
According to Garg, these officers may visit at least one Gram Panchayat and assess the level of saturation in the coverage of various development and welfare programmes of the Government for basic facilities in that particular Gram Panchayat.
Officers have been asked to interact with the members of the public from different walks of life, specifically patients in PHC/ CHC or hospitals/ beneficiaries in AWCs/ tribal girls in schools and hostels among others.
As per the circular, the officer will hold a meeting with all District Level Officers in the presence of Collector to share the observations made during the field visit after reviewing functioning of all schemes.
