In a significant reshuffle, the Bihar government on Friday (13.12.2024) appointed senior IPS officer Vinay Kumar (IPS:1991:BH) as the new Director General of Police (DGP) of Bihar. Previously serving as the Director General (DG) of the Bihar Police Building Construction Corporation (BPBCC), Kumar replaced Alok Raj (IPS:1989:BH), who was transferred to BPBCC.
Alok Raj had been holding the DGP position alongside his role as DGP of the Vigilance Department since Rajwinder Singh Bhatti (IPS:1990:BH) left for central deputation as DG of the Central Industrial Security Force (CISF). While Vinay Kumar was initially seen as the leading contender to become the DGP after Bhatti’s departure, last-minute developments at the government level enabled Alok Raj to temporarily secure the top position in Bihar’s police administration.
The appointment follows a proposal sent by the state govt to the Union Public Service Commission (UPSC), which included other contenders such as Alok Raj and Sobha Ohatkar (IPS:1990:BH). Kumar’s name was ultimately chosen for the role.
Additionally, Jitendra Singh Gangwar (IPS:1993:BH), currently serving as DGP-cum-Commissioner, Civil Defence, has been transferred and posted as DG of Vigilance Department with additional charge of DGP-cum-Commissioner, Civil Defence.
