Bihar govt transfers five IAS officers, changes four Divisional Commissioners

The Bihar government on Thursday (December 11, 2025) issued transfer and posting orders for five IAS officers, reshuffling key administrative positions across the state. As part of the move, four Divisional Commissioners have been changed, marking a significant realignment at the divisional level.

The names of the officers and their postings are as follows;

1. Rajiv Roshan (IAS:2010:BH), Commissioner, Saran Division, Chhapra, has been transferred and posted as Secretary, Higher Education.
2. Kishore Kaushal (IAS:2010:BH), Commissioner, Darbhanga Division, Darbhanga, has been transferred as Secretary, Youth, Employment & Skill Development.
3. Avanish Kumar Singh (IAS:2010:BH), Commissioner, Munger Division, Munger, has been transferred as Commissioner, Bhagalpur Division, Bhagalpur.
4. Himanshu Kumar Rai (IAS:2010:BH), Commissioner, Bhagalpur Division, Bhagalpur, has been transferred and posted as Commissioner, Darbhanga Division, Darbhanga. He has been given additional charge of Commissioner, Tirhut Division, Muzaffarpur and Commissioner, Saran Division, Chhapra.
5. Deore Nilesh Ramchandra (IAS:2010:BH), Special Secretary, Cabinet Secretariat with additional charge of MD, Bihar Health Services and Infrastructure Corporation Limited, Patna, has been transferred and posted as Special Secretary, Civil Aviation Department with additional charge of MD, Bihar Health Services and Infrastructure Corporation Limited.
