Bihar govt transfers 9 IAS officers; Abhay Kumar Singh shifted to Rural Development

The Bihar government on Thursday (July 16, 2026) issued transfer and posting orders for nine IAS officers in a bureaucratic reshuffle. Notably, Abhay Kumar Singh has been appointed as Secretary, Rural Development Department, while Divesh Sehara has been shifted to the Food and Consumer Protection Department.

The names of the officers and their postings are as follows;

1. Abhay Kumar Singh (IAS:2004:BH), Secretary, Science & Technology Department, has been transferred and posted as Secretary, Rural Development Department with additional charge of Secretary, Science & Technology Department.
2. Divesh Sehara (IAS:2005:BH), Secretary, Rural Development Department with additional charge of Enquiry Commissioner, GAD, has been transferred and posted as Secretary, Food and Consumer Protection Department with additional charge of Enquiry Commissioner, GAD.
3. Deepak Anand (IAS:2007:BH), Secretary, Food and Consumer Protection Department, has been transferred and posted as Secretary, Sports Department.
4. Rajiv Raushan (IAS:2010:BH), Secretary, Higher Education with additional charge Secretary, Education & Sports Department till the Bankipur Assembly by-election is over, has been given additional charge as Secretary (Resources), Finance Department.
5. Rachna Patil (IAS:2010:BH), Secretary (Expenditure), Finance Department, has been given additional charge as Secretary, Agriculture Department.
6. Inayat Khan (IAS:2012:BH), MD, Bihar State Educational Infrastructure Development Corporation Limited, with additional charge of Special Secretary, Revenue & Land Reforms, has been transferred and posted as MD, Women & Child Development Corporation.
7. Dharmendra Kumar (IAS:2013:BH), Chairman, Bihar Rajya Pul Nirman Nigam Limited (BRPNNL), has been given additional charge as Special Secretary, Education Department.
8. Manesh Kumar Meena (IAS:2015:BH), Director, Mining, has been given additional charge of MD, Bihar State Educational Infrastructure Development Corporation Limited.
9. Shweta Bharti (IAS:2022:BH), DDC-cum-CEO, Zila Parishad, Khagaria, has been transferred and posted as DDC-cum-CEO, Zila Parishad, Sitamarhi.
