Bihar: 22 IAS officers transferred, Patna DM Chandrashekhar Singh shifted to CM Secretariat

The Bihar government has implemented significant changes by issuing two distinct transfer orders for IAS officers. The first order encompasses 17 IAS officers who have either been transferred to new departments, assigned additional responsibilities, or relieved of some of their current duties. In the second order, four districts will witness new appointments for Collectors & District Magistrates, a notable change being the transfer of the Patna District Magistrate Chandrashekhar Singh, who had been in disagreement with Senior IAS officer KK Pathak over closure of schools in Patna in view of cold wave conditions.

First List of 17 IAS officers;

1. Arvind Kumar Chaudhary (IAS:1995:BH), Principal Secretary, Finance with additional charges of Principal Secretary, Vigilance, Examination Controller, Bihar State Combined Entrance Competitive Examination Board, Patna, Enquiry Commissioner, GAD, Principal Secretary, Planning & Development, Bihar State Planning Board, Patna, Project Director, Bihar Aapda Punarwas Evam Punarnirman Society (BAPEPS), has been given additional charge of Principal Secretary, Rural Development Department. He has been relieved of the charge of Principal Secretary, Planning & Development, Bihar State Planning Board, Patna, Project Director, Bihar Aapda Punarwas Evam Punarnirman Society (BAPEPS).
2. K Senthil Kumar (IAS:1996:BH), Principal Secretary, Home Department, has been transferred and posted as Principal Secretary, Planning & Development Department with additional charge of Secretary, Bihar State Planning Board and Project Director, Bihar Aapda Punarwas Evam Punarnirman Society (BAPEPS).
3. Pankaj Kumar (IAS:1997:BH), Principal Secretary, Backward Class & Most Backward Class Welfare Deptt. with additional charge of Enquiry Commissioner, GAD, has been transferred and posted as Principal Secretary, PHED. He will continue to hold additional charge of Enquiry Commissioner, GAD.
4. Safeena A N (IAS:1997:BH), Principal Secretary, Minorities Welfare Department with additional charge of Enquiry Commissioner, GAD, has been transferred and posted as Additional Secretary, Revenue Board. She will continue to hold the additional charge of Enquiry Commissioner, GAD.
5. N Sarwan Kumar (IAS:2000:BH), Secretary, Rural Development with additional charge of Chairman, Bihar Technical Service Commission, Enquiry Commissioner, GAD, Secretary, Food and Consumer Protection, MD, Bihar State Food & Civil Supplies Corporation, has been transferred and posted as Secretary, Food & Consumer Protection. He will continue to hold the additional charges of Chairman, Bihar Technical Service Commission, Enquiry Commissioner, GAD and MD, Bihar State Food & Civil Supplies Corporation.
6. Dayanidhan Pandey (IAS:2006:BH), Director, Consolidation, has been transferred and posted as Secretary, Revenue & Land Reform Deptt. with additional charge of Director, Consolidation.
7. Deepak Anand (IAS:2007:BH), Director, Food & Consumer Protection, has been transferred and posted as Secretary (Expenditure), Finance Department.
8. Manoj Kumar (IAS:2007:BH), Commissioner, Purnia Division, Purnia with additional charge of Commissioner, Kosi Division, Saharsa, has been transferred and posted as Secretary, Backward Classes & Most Backward Classes Welfare Department.
9. Mohammad Sohail (IAS:2007:BH), Secretary, GAD with additional charge Enquiry Commissioner, GAD and Chairman, Bihar Staff Selection Commission, has been transferred and posted as Secretary, Minorities Welfare Department. He will continue to hold the additional charge of Enquiry Commissioner, GAD, and Chairman, Bihar Staff Selection Commission.
10. Pranav Kumar (IAS:2008:BH), Collector & District Magistrate, Muzaffarpur, has been transferred and posted as Secretary, Home Department with additional charge of IG, Prisons and Correctional Services.
11. Neelam Chaudhary (IAS:2008:BH), Director, Directorate of Provident Fund, Finance Department, has been transferred and posted as Divisional Commissioner, Kosi Division, Saharsa.
12. Sanjay Dubey (IAS:2008:BH), Secretary, Rural Development Department with additional charge of Additional CEO, Bihar Road Development Authority, has been transferred and posted as Divisional Commissioner, Purnia Division, Purnia.
13. Himanshu Kumar Rai (IAS:2010:BH), Special Secretary, Animal & Fisheries Resources, has been transferred and posted as Special Secretary, Planning and Development Departmemt.
14. Rahul Kumar (IAS:2011:BH), CEO, Bihar Rural Livelihood Promotion Society-cum-State Mission Director, State Rural Livelihood-cum-Commissioner- Self-Employment, Rural Development Department, with additional charge of Mission Director, Jal Jeevan Hariyali Abhiyaan (Rural Development Department), has been transferred and posted as Director, Museum, Art, Culture and Youth Department.
15. Jay Prakash Singh (IAS:2013:BH), Deputy Director, Cabinet Secretariat, has been transferred and posted as Director, Directorate of
    Provident Fund, Finance Department.
16. Vishal Raj (IAS:2017:BH), Director, Technical Development, Industries, has been given additional charge of State Transport Commissioner.
17. Anil Kumar (IAS:2017:BH), Project Director, Bihar AIDS Control Society, has been given additional charge of Mission Director, Jal Jeevan Hariyali Abhiyaan (Rural Development Department).

Second List of Five IAS officers;

1. Chandrashekhar Singh (IAS:2010:BH), District Magistrate, Patna, has been transferred and posted as Special Secretary, CM Secretariat.
