Assam govt effects major bureaucratic reshuffle

In a major reshuffle, the Assam government on Wednesday (30.03.2022) ordered transfer of a number of IAS, IPS and IFS officers, including deputy commissioners. Many of them have been relieved of additional charges, while few have been given new departments.

The names of the officers and their postings are as follows :

  1. Maninder Singh (IAS:1989:AM), Additional Chief Secretary, Cooperative, Sports & Youth Welfare, Cultural Affairs and Tourism Department is relieved from the additional charge of Cultural Affairs Department.
  2. Syedain Abbasi (IAS:1990:AM), Additional Chief Secretary, Public Health Engineering, Water Resources, Information Technology Departments is relieved from the additional charge of information Technology Department.
  3. Vijayendra (IAS:1991:AM), Additional Chief Secretary, Handloom, Textiles & Chairman is transferred and posted as Chairman, Assam Administrative Tribunal with additional charge of Chairman, Board of Revenue.
  4. Biswaranjan Samal (IAS:1992:AM), Additional Chief Secretary, Hill Area, Food Civil Supplies & CA Departments and MD, Assam Food & Civil Supplies Corporation Ltd. is relieved from the additional charge of MD, Assam Food & Civil Supplies Corporation Ltd. He is also given additional charge of Additional Chief Secretary, Parliamentary Affairs Department.
  5. Avinash Purushottam Das Joshi (IAS:1994:AM), Principal Secretary, Revenue & DM, General Administration Departments and Additional Principal Resident Commissioner, Assam Bhawan, New Delhi is relieved from the additional charge of Revenue & DM Department. He is also given additional charge of Principal Secretary, Health and Family Welfare Department.
  6. Niraj Verma (IAS:1994:AM), Principal Secretary, Home & Political, Power (E), Parliamentary Affairs, Personnel, I&PR Departments & Addl. Principal Resident Commissioner, Assam Bhawan, New Delhi is
    relieved from the additional charge of Parliamentary Affairs and I & PR Department.
  7. Archana Verma (IAS:1995:AM), Principal Secretary, AR & Training Department and Chairman, Board of Revenue is relieved from the additional charge of Chairman, Board of Revenue.
  8. Rajesh Prasad (IAS:1995:AM), Principal Secretary, Excise, Irrigation, Soil Conservation and Housing & Urban Affairs Departments and Chairman, SLNA, WDC-PMKSY is relieved from the additional charge of Housing & Urban Affairs Department.
  9. B Kalyan Chakravarthy (IAS:1995:AM), Principal Secretary, Elementary, Secondary, Higher Education Departments and Chairman, State level Recruitment Commission for Class-IV is transferred and posted as Principal Secretary Labour and Skill, Employment and Entrepreneurship Departments.
  10. Dr. John Berchmans Ekka (IAS:1995:AM), Principal Secretary, Panchayat & Rural Development, Labour Welfare and Tea Tribes Welfare Departments is relieved from the additional charge of Labour Welfare Department.
  11. Anurag Goyal (IAS:1996:AM), Principal Secretary, Bodoland Welfare Department and Principal Secretary, Assam Food & Civil Supplies Corporation Ltd is relieved from the additional charge of Principal Secretary, Assam Food & Civil Supplies Corporation Ltd. He is given additional charge Principal Secretary, IT Department.
  12. Gyanendra Dev Tripathi (IAS:1998:AM), Commissioner & Secretary, Environment & Forest, Border Protection & Development, Implementation of Assam is transferred and posted as Commissioner & Secretary, Revenue & DM Department and Border Protection & Development Department with additional charge of CEO, ASDMA.
  13. Shantanu P Gotmare (IAS:2004:AM), Commissioner & Secretary, Administrative Reforms & Training, Pension & Public Grievances, Parliamentary Affairs Departments and Commissioner, Barak Valley Division is relieved from the additional charge of Commissioner and Secretary, Parliamentary Affairs Department. He is also posted as Director of Land Records.
  14. M S Manivannann (IAS:2005:AM), Commissioner & Secretary, General Administration Department and Home & Political Department is relieved from the additional charge of Commissioner and Secretary, Home & Political Department. He has been given additional charges of Commissioner & Secretary, Higher Education Department, CEO, SITA and Commissioner, Upper Assam Division.
  15. Jayant Narlikar (IAS:2003:AM), Commissioner & Secretary, Finance Department, Commissioner, Lower Assam Division & Member, State Level Recruitment Commission for Class-IV has been given additional charges of Commissioner & Secretary, Sports & Youth Welfare and Information Technology Departments.
  16. Sidharth Singh (IAS:2005:AM), Commissioner & Secretary, Health & FM and Sports & YW Departments and Commissioner, Upper Assam Division, MD, Atal Amrit Abhiyan has been given additional charge of Commissioner & Secretary, Medical Education and Research Department and Project Director, JICA Assisted Guwahati Water Supply Project and Assam Health System Strengthening Project. He is relieved from the charge of Commissioner & Secretary, Sports & YW Departments and Commissioner, Upper Assam Division.
  17. Kavitha Padmanabhan (IAS:2006:AM), Commissioner & Secretary, Housing & Urban Affairs and Irrigation Departments & Member, State level Recruitment Commission for Class-III is relieved from the charge of Commissioner & Secretary, Irrigation Department.
  18. Atika Sultana (IAS-SCS:2008), Secretary, Welfare of Minorities Development and Handloom, textiles & Sericulture Departments, State Inquiry Officer, Assam is relieved from the additional charge of Secretary, Handloom, Textiles & Sericulture Department.
  19. Dr Deepak Majumdar (IAS-SCS:2008), Secretary, Higher Education Department and MD, RUSA, Assam is also posted as Director, Official Language Implementation, Assam as additional charge.
  20. Laya Madduri (IAS:2010:AM), Secretary, Finance Department has been given additional charge of Secretary, Cultural Affairs and Science & Technology Departments.
  21. Abhijit Barua (IAS-SCS:2010), Secretary, Animal Husbandry & Veterinary Department & Soil Conservation Department is relieved from the additional charge of Secretary, Soil Conservation Department. He has been given additional charge of Commissioner of Food Safety and Drugs Administration.
  22. Bharat Bhushan Dev Choudhary (IAS-SCS:2010), Deputy Commissioner, Balaji is transferred and posted as Secretary, Secondary Education Department.
  23. Lakshmanan S (IAS:2011:AM), Mission Director, National Health Health Mission is transferred and posted as Secretary, Industries & Commerce, Mines & Minerals Departments and Chief Minister’s Secretariat.
  24. Adil Khan (IAS:2011:AM), Commissioner of Transport, State Project Director, Assam Inland Water Transport Development Society & MD, AIDC and MD, Assam Skill Development is relieved from the additional charge of MD, AIDC and State Project Director, Assam Inland Water Transport Development Society. He has been given additional charge of Secretary, Transport and Welfare of Minorities Departments.
  25. Manvendra Pratap Singh (IAS:2012:AM), Secretary, Industries & Commerce Department is transferred and posted as Secretary, Act East Policy Affairs Department and MD, AIDC as additional charge.
  26. Oinam Sarankumar Singh (IAS:2012:AM), Commissioner, Industries & Commerce and Secretary, AH & Veterinary Department is relieved from the additional charge of Secretary, AH & Veterinary Department.
  27. Ghanshyam Dass (IAS:2012:AM), MD, Guwahati Smart City Limited is transferred and posted as Secretary, Personnel Department.
  28. Pallav Gopal Jha (IAS:2012:AM), Deputy Commissioner, Kamrup (Metro) has been given additional charge of MD, Guwahati.
  29. Seema Rekha Bhuyan (IAS-SCS:2009), Secretary, Personnel and Indigenous & Tribal Faith and Culture Department is relieved from the charge of Secretary, Personnel Department.
  30. Debajyoti Dutta (IAS-SCS:2010), Secretary, Food and Civil Supplies and Consumer Affairs and Act East Policy Affairs Department is relieved from the additional charge of Secretary, Act East Policy Affairs Department. He has been given additional charge of Secretary, Implementation of Assam Accord Department.
  31. Dilip Kumar Borah (IAS:Non-SCS-2012), Finance Department is also posted as Secretary, Finance Department, has been given additional charge of Secretary, Handloom, Textile and Sericulture Department.
  32. Sewali Devi Sharma (IAS-SCS:2010), Secretary, Elementary Education Department is transferred and posted as Secretary, Agriculture Department.
  33. Dr. M S Lakshmi Priya (IAS:2014:AM), Deputy Commissioner, Bongaigaon is transferred and posted as MD, NHM with additional charge of Additional Secretary, Health and Family Welfare Department.
  34. P Vijaya Bhaskar Reddy (IAS:2015:AM), Deputy Commissioner, Dhemaji is transferred and posted as Joint Secretary, Revenue and DM Department with additional charge of Joint CEO, ASDMA.
  35. Ankur Jain (IPS:2011:AM), MD, Assam Skill Development Mission, has been given additional charge of State Project Director, Assam Inland Water Transport Development Society.
  36. Binita Pegu (IAS-SCS:2010), Secretary, WPT&BC, Environment and Forest Departments and State Inquiry Officer, is also posted as Director, Archives as additional charge.
  37. Preetom Saikia (Retd IAS) is appointed as Chairman, State Level Recruitment Commission for Class-IV posts. He is relieved from the charge of Special Commissioner, Education Department.
  38. M K Yadav (IFS:1989:AM), PCCF (Wild life), Chief Wildlife Warden and MD, AMTRON is relieved from the charge of MD, AMTRON.
  39. S Sundar (IFS:2004:AM), Deputy Conservator of Forests (SF), OSD, Finance Department, has been given additional charge of MD, AMTRON.
  40. Sonali Ghosh (IFS:2000:AM), Chief Conservator of Forests and OSD, SBM is also posted as Assistant Principal Resident Commissioner, Assam Bhavan, New Delhi.
