ACC effects bureaucratic reshuffle at JS level; VM Desai appointed JS in MoIB

The Appointments Committee of the Cabinet on Tuesday (23.04.2024) approved a major reshuffle in the central government, with 17 officers appointed to joint secretary or equivalent posts in the Government of India.

The Appointments Committee of the Cabinet on Tuesday (23.04.2024) approved a major reshuffle in the central government, with 17 officers appointed to joint secretary or equivalent posts in the Government of India.

The names of the officers and their postings are as follows;

  1. Muthukrishnan Sankaranarayanan (IAS:2003:MH) has been appointed as Joint Secretary, Department of Atomic Energy for a combined tenure of seven years up to October 24, 2026. He will succeed Ms. Richa Bagla (IAS:1999:MH).
  2. Shobhit Gupta (IRSEE:2000) has been appointed as Joint Secretary in the Ministry of Civil Aviation in the for an overall tenure of five years upto March 1, 2025. He will replace Satyendra Kumar Mishra (IRS-IT:1990).
  3. Vimal Anand (IRS-IT:2003) has been appointed as Joint Secretary in the Department of Commerce for a combined tenure of seven years up to December 9, 2026. He replaces Ms. Nidhi Mani Tripathi (IAS:2001:MN).
  4. Ms. Monalisa Dash (IFoS:2003:SK) has been appointed as Joint Secretary in the Ministry of Development of North Eastern Region (DoNER) for an overall tenure of five years up to October 11, 2026. She will replace Harpreet Singh (IPoS:1992).
  5. Rahul Jain (IAS:2005:MP) has been appointed as Joint Secretary in the Sixteenth Finance Commission under the Department of Economic Affairs for an overall tenure of five years up to November 3, 2024. The tenure is further extendable for additional two years on availability of cadre clearance.
  6. Ranjit Singh (IA&AS:2003) has been appointed as Joint Secretary in the Ministry of Food Processing Industries for a combined tenure of seven years up to March 21, 2028. He will replace Sanoj Kumar Jha (IAS:1997:SK).
  7. Rajeev Kumar (IFOS:2000) has been appointed as Joint Secretary in the Ministry of Home Affairs for an overall tenure up to March 05, 2025. He will replace Ms. Sumita Singh (CSS).
  8. Ms. Vrunda Manohar Desai (IRS-IT:2003) has been appointed as Joint Secretary, Ministry of Information & Broadcasting (MoIB) for an overall tenure of five years up to April 12, 2027. He will replace Vikram Sahay (IRS-IT:1992).
  9. Navin Agarwal (IRPS:1997) has been appointed as Joint Secretary in the Department of Investment & Public Asset Management (DIPAM) for an overall tenure of five years up to March, 2027. He will replace Ms. Parama Sen (IA&AS:1994).
  10. Mahendra Kumar (IRSEE:1999) has been appointed as Joint Secretary in the Ministry of Labour & Employment for an overall tenure of five years up to May 22, 2025 by temporarily upgrading the post of Director held by the officer to JS level.
  11. Vivek Kumar Bajpai (IRSME:1999) has been appointed as Joint Secretary in the Ministry of Mines for an overall tenure of five years up to March 22, 2027. He will replace UC Joshi (IRTS:1989).
  12. Rajiv Manjhi (CSS) has been appointed as Director in the Institute of Secretariat Training & Management (ISTM) under the Department of Personnel & Training for a tenure up to the date of his superannuation on September 30, 2028. He will replace Ms. Sumita Singh (CSS).
  13. Jai Prakash Pandey (IRPS:2003) has been appointed as Additional Secretary, Union Public Service Commission (UPSC) under the Department of Personnel & Training for a combined tenure of seven years up to February 20, 2027. He will replace Pushpendra Rajput (IAS:1999:HP).
  14. Abhishek Bhagotia (IAS:2007:AM) has been appointed as Joint Secretary in the Lokpal, Department of Personnel & Training for an overall tenure of five years up to April 03, 2027. He will replace Navin Agarwal (IRPS:1997).
  15. Lal Chhandama (CSS) has been appointed as Joint Secretary in the Department of Rural Development for a tenure of five years. He will replace Abhishek Bhagotia (IAS:2007:AM).
  16. Ms. Debolina Thakur (IA&AS:1998) has been appointed as Joint Secretary & FA in the Department of Social Justice & Empowerment for a tenure of five years. She will replace Sanjay Pandey (ICAS:1994).
  17. Rahul Kashyap (CSS) has been appointed as Secretary in the National Commission for Safai Karamcharis (NCSK) for a tenure of five years. He will replace RK Khandelwal (IAS:1989:BH).
