Gurugram: Just five days before his retirement, 1995-batch Haryana cadre IAS officer D Suresh was named in an Anti-Corruption Bureau (ACB) FIR over alleged irregularities in the restoration and transfer of an HSVP plot in 2019, when he was serving as Chief Administrator of the authority.
The FIR, registered on August 26, 2026, names Suresh Kumar and eight others, including then HSVP Estate Officer-I Mukesh Kumar. Suresh retired as Resident Commissioner, Haryana Bhawan, on August 31. The case follows a vigilance probe that continued for around seven years.
The case relates to Plot No. 4377 in Sector 23A, measuring around 500 square yards. According to the ACB, the plot had earlier been resumed by HSVP after the original allottee defaulted on payments. The investigation alleges that it was later restored and directly transferred to a third-party purchaser at the 1988 allotment rate of ₹1,605 per square metre.
The transaction valued the plot at around ₹6.7 lakh, while its 2019 collector-rate value was around ₹1.7 crore. The ACB alleges that the prescribed procedure was bypassed, as the plot should first have been restored to the original allottee before being transferred to another purchaser at the prevailing rate.
The Haryana Chief Secretary granted sanction for prosecution under Section 17A of the Prevention of Corruption Act in February 2026. The nine accused have been booked for alleged criminal conspiracy, criminal breach of trust and cheating, besides offences under the Prevention of Corruption Act. The ACB is investigating the alleged conspiracy and the role of the officials in the transaction.
