Centre transfers CBSE Chairman, Secretary amid row over new marking system

The Central government on Tuesday (June 2, 2026) transferred CBSE Chairman Rahul Singh (IAS:1996:BH) and Secretary Himanshu Gupta (IAS:2012:AGMUT) amid controversy surrounding the board’s new On-Screen Marking (OSM) system.

According to an official notification, the government has also constituted an inquiry committee to examine the procurement of the OSM facility.

S Radha Chauhan, Chairperson of the Capacity Building Commission (CBC), has been appointed as the sole member of the inquiry committee. The committee has been authorised to seek assistance from officers of other departments and will receive secretarial support from CBC.

The committee has been asked to submit its report to the Department of Personnel and Training (DoPT) within one month.

The development comes amid concerns over the functioning of CBSE’s digital evaluation and re-verification system. On Tuesday, the board activated its re-verification portal for Class 12 students but later reported cyber threats and unusually high traffic on the platform.

CBSE stated that the portal received nearly 15 lakh hits within two minutes and also recorded attempts at unauthorised access, which it attributed to malicious activity.

The board had introduced the system to strengthen transparency and streamline the marks verification and re-evaluation process.
