Hours after his repatriation from central deputation on Saturday (11.01.2025), the Manipur government appointed senior IAS officer Prashant Kumar Singh (IAS:1993:MN) as the new Chief Secretary of the state. Known for his disciplined approach, Singh’s appointment comes at a critical juncture as the state grapples with intermittent ethnic violence since May 3, 2023.

He succeeds Vineet Joshi (IAS:1992:MN), who was transferred to Delhi nearly three weeks ago as Secretary of the Department of Higher Education in the Ministry of Education. Joshi’s appointment in the central government was announced on December 25, 2024, but he continued as Chief Secretary until his successor was confirmed.

The central government’s broader strategy to address Manipur’s ethnic tensions is reflected in Singh’s appointment, along with earlier appointments of former Home Secretary Ajay Bhalla and former MoS External Affairs General VK Singh as Governors of Manipur and Mizoram, respectively, on December 24.

Singh’s role is seen as pivotal in navigating the deeply entrenched conflict between the Kuki and Meitei communities. His appointment signals a fresh administrative approach aimed at pacifying tensions and restoring stability in the region.

Before his repatriation, Singh served as Secretary in the Ministry of New & Renewable Energy (MNRE). He was previously the Director and CEO of Government e-Marketplace (GEM) and has held key roles in the Ministries of Steel and Petroleum & Natural Gas.

Singh’s educational credentials include a degree in Electrical Engineering from the Delhi IIT, and a master’s degree in Public Policy and Sustainable Development from TERI University, New Delhi.

With extensive experience in both his home cadre and central postings, Singh’s leadership is expected to play a crucial role in addressing Manipur’s ongoing challenges.
