The central government’s orders for deputation of Uttarakhand’s seven IPS officers simultaneously have caused a stir from the government to the police department in the state. According to sources, the state government had requested the removal of the names of four officers for central deputation, yet the Centre issued orders for their deputation.
Some officers are willing to go on deputation, but some have expressed reluctance. According to the information received, four of these officers did not want to go on central deputation and had not even applied for it. Further, many of these officers have recently been assigned bigger responsibilities.
According to the Ministry of Home Affairs (MHA) orders, IG Neeru Garg (IPS:2005:UK) has been transferred to the Bureau of Police Research and Development (BPR&D); IG Rajeev Swaroop (IPS:2006:UK) has been deputed to the Border Security Force (BSF); IG Mukhtar Mohsin (IPS:2005:UK) to the CRPF; IG Arun Mohan Joshi (IPS:2006:UK) to the BSF; DIG Janmejaya P. Kailash (IPS:2007:UK) to the National Crime Records Bureau (NCRB); DIG Senthil Aboodai Krishna Raj S. (IPS:2007:UK) to the Central Industrial Security Force (CISF); and DIG Barinderjit Singh (IPS:2008:UK) to the ITBP.
Among the officers who have been issued orders for central deputation, IG Rajiv Swaroop has already taken over the responsibility of IG Garhwal a few days ago. Apart from this, IG Arun Mohan Joshi has also been appointed as IG/Director, Traffic & IG Chardham Yatra Management few months ago.
According to the information, the real issue that is causing consternation among these IPS officers cropped up due to the irregularities related to their seniority found in the central deputation list.
The gist of the matter is that most of these officers are not empanelled in the central list. Among the nine officers from the 2005 and 2006 batches, only two are empanelled at the IG rank in the central list. The others are still listed at the DIG rank, even though, of the remaining seven, four have already been promoted to the IG rank by the state government.
In the deputation list, issued by the central government, most of the officers are shown one rank below their actual designations. It means they are yet to be empanelled with the centre. Out of five officers of the 2005 batch only one officer, Riddhim Agrawal is empanelled as IG. Rest of the four officers is still listed as DIG.
Similarly, Sweety Agarwal is the only officer from the 2006 batch who is mentioned on the IG rank in the list. Her batch mates like Arun Mohan Joshi, Anant Shankar Takwale and Rajeev Swaroop continue to be listed as DIG. So they fear if they go on central deputation they will have to work under either batch mates or even juniors.
But the problem is if any of these officers does not go on deputation, he or she can also be debarred from future deputation. This may affect an officer’s record, which may lead to trouble in the future.
However, the state government can still seek relief from the Center regarding such officers.
