Haryana: Shatrujeet Singh Kapoor appointed new DGP

The Haryana government on Wednesday (16.08.2023) announced the appointment of Shatrujeet Singh Kapoor (IPS:1990:HY), a senior IPS officer, as the new Director General of Police (DGP) of the state. Kapoor takes over this role from his predecessor, PK Agarwal (IPS:1988:HY).

The official orders for Kapoor’s appointment as the new DGP have been issued by the state government. This transition follows the retirement of PK Aggarwal, who concluded his service on August 15. He was given a warm send-off by the Haryana Police Academy.

“On the consideration of the panel received from Union Public Service Commission, the Governor of Haryana is pleased to appoint Sh. Shatrujeet Singh Kapoor, IPS as Director General of Police, Haryana (Head of Police Force) for a minimum tenure of at least two years from the date of his assumption of charge, in terms of the judgement of the Hon’ble Supreme Court passed in W.P. (Civil) No. 310/1996 titled as Prakash Singh and others Versus Union of India, and till further orders thereafter,” the Haryana government said in a statement.

In a prior meeting held on August 10, the Union Public Service Commission (UPSC) undertook the task of shortlisting three IPS officers from the Haryana cadre for the position of Haryana DGP. The selected individuals included R C Mishra and Mohd. Akil, both belonging to the 1989 batch of IPS officers, along with Shatrujeet Kapoor.

Adhering to the directives laid out by the Supreme Court in the significant Parkash Singh judgement of 2006 and in accordance with the guidelines provided by the Ministry of Home Affairs (MHA), the state government is responsible for choosing the Director General of Police (DGP) from among the three most senior officers who have been empanelled for promotion to this rank by the UPSC. This decision is based on a comprehensive evaluation of their years of service, career history, and breadth of experience. It’s worth noting that obtaining the officer’s willingness or consent for the DGP position is not a prerequisite as per these regulations.
